Abstract

Ketatnya persaingan menuntut setiap sekolah harus mampu memberikan layanan akademik yang mutu kepada setiap pelanggannya. Layanan kademik yang bermutu pada abad 21 ini harus didukung dengan adanya manajemen mutu dan dan pemanfaatan teknologi informasi dan komunikasi. Akan tetapi fenomena di lapangan menunjukkan layanan akademik yang disediakan di sekolah masih belum bermutu. Fenomena ini diduga karena implementasi manajemen mutu sekolah yang belum dilaksanakan secara maksimal dan pemanfaatan TIK yang belum optimal. Penelitian ini dilakukan dengan tujuan untuk merancang model manajemen mutu sekolah dan pemanfaatan TIK dalam peningkatan layanan akademik. Metode Penelitian ini adalah Mix Method, dengan metode - "Survey" yang dilakukan pada SMA Negeri di Kota Palembang yaitu SMAN 1 Palembang, SMAN 10 Palembang, dan SMAN 17 Palembang dengan partisipan penelitian yang terdiri dari kepala sekolah, wakasek manajemen mutu, wakasek kurikulum, wakasek sarana dan prasarana, operator sekolah dan guru dan siswa. Data penelitian dikumpulkan melalui angket, wawancara yang mendalam dalam bentuk semi terstruktur. Data dianalisis melalui interpretasi data, reduksi data, penyajian data, penarikan kesimpulan dan verifikasi. Peneliti juga melakukan FGD untuk pengumpulan data untuk menvalidasi model. Hasil penelitian menunjukkan bahwa secara umum a) manajemen mutu pada SMA N di Palembang sudah dilakukan namun masih ada yang perlu dikelola dengan baik, mulai dari perencanaan mutu hingga tindak lanjut mutu, b) SMA N di Palembang secara umum sudah memanfaatkan TIK untuk mendukung layanan akademik yang bermutu di sekolah meskipun pada beberapa aspek masih perlu dilakukan peningkatan dan c) SMA N di Palembang secara umum sudah menyediakan layanan yang baik meskipun pada beberapa aspek layanan masih perlu dilakukan peningkatan, e) hasil uji coba model menunjukkan bahwa model yang didesain ini dapat meningkatkan mutu layanan akademik di sekolah sehingga dapat memberikan layanan yang mampu memuaskan dan memenuhi kebutuhan pelanggan di sekolah. Simpulan penelitian memberikan informasi bahwa manajemen mutu, pemanfaatan TIK di sekolah dan layanan akademik sudah disediakan dengan baik oleh sekolah. Dari hasi penelitian dapat diberikan rekomendasi bahwa setiap sekolah perlu meningkatkan ketersedian sarana dan prasana berbasis teknologi yang dapat menunjang proses layanan akademik di sekolah, memberikan pelatihan untuk meningkatkan kapasitas pendidik dan tenaga kependidikan sekolah dalam menggunakan TIK, dukungan finansial baik dari dinas pendidikan ataupun dinas-dinas lain yang terkait, dan sekolah diharapkan dapat menyediakan website sekolah agar pelanggan sekolah dapat lebih mudah mengakses infromasi tentang sekolah. The intense competition demands that every school must be able to provide quality academic services to each of its customers. Quality academic services in the 21st century must be supported by quality management and the use of information and communication technology. However, the phenomenon in the field shows that the academic services provided in schools are still not of high quality. This phenomenon is thought to be due to the implementation of school quality management that has not been implemented optimally and the use of ICT has not been optimal. This research was conducted with the aim of designing a school quality management model and the use of ICT in improving academic services. The method of this research is the Mix Method, with the "Survey" method carried out at public high schools in Palembang City, namely SMAN 1 Palembang, SMAN 10 Palembang, and SMAN 17 Palembang with research participants consisting of school principals, quality management wakasek, curriculum wakasek, wakasek facilities and infrastructure, school operators and teachers and students. The research data were collected through questionnaires, in-depth interviews in semi-structured form. Data were analyzed through data interpretation, data reduction, data presentation, drawing conclusions and verification. Researchers also conducted FGDs for data collection to validate the model. The results showed that in general a) quality management at SMA N in Palembang has been carried out well, starting from quality planning to quality follow-up, b) SMA N in Palembang in general has used ICT to support quality academic services in schools although in some aspects still need to be improved and c) SMA N in Palembang in general has provided good services although in some aspects of the service still needs to be improved, e) the results of model trials show that this designed model can improve the quality of academic services in schools so that it can provide services that are able to satisfy and meet the needs of customers in schools. The research conclusions provide information that quality management, use of ICT in schools and academic services have been provided properly by schools. From the results of the research, recommendations can be given that each school needs to increase the availability of technology-based facilities and infrastructure that can support the academic service process in schools, provide training to increase the capacity of educators and school education personnel in using ICT, financial support from either the education office or local government agencies and the school is expected to provide a school website so that school customers can more easily access information about the school.
