Abstract
This research is motivated by the existence of Universitas Pasundan (UNPAS) which has as its special vision and mission glorifying Islam, and preserving and cultivating Sundanese Culture. It is argued that this set of vision and mission statements will be more valuable if it is best suited to the implementation of Law No. 22/1999 on Local Government Administration (UU PD). The existence of Sundanese ethnic group who are is struggling for its identity, may be represented by UNPAS which serves to produce graduates with the following qualities: equiped with high degree of knowledge, strong faith to religion, and deep insight of culture {luhung eimuna, pengkuh agamana, jembar budayana). For the very reason, the researcher is interested in studying the moral values of Sundanese Culture in this setting. The Method employed is naturalistic qualitative reasearch using a case study as its approach. The primary data were collected from the leading figures of the University through interviews, observations, and active partisipation, while the scondary through literature and document studies, recording experts', lecturers', administrative staffs, and students' suggestion and opinions. The researcher instument employed is the researcher himself (human instrument).About questions posed in this research, including those concerning identifying policy basis, moral values that are to be applied in MKWU, lectures1, administrative staff's and students's understanding of the vision and mission, UNPAS vision and mission implementation, values that are to be applied in MKWU, lecturers's, administrative staff s and students' understanding of the vision and mission, UNPAS vision and mission implementation model, and the leading figures' understanding of general education. The result of this research showed that there were some findings that did not support the theories. This incongruity led to some findings of new positive meaning, such as the potential that can be developed so as to benefit the university, i.e. some strength factors in term of Sundanese spirit, ethnicity and universal values that can support the accomplishment of vision and mission. Some negative things were found in the forms of weaknesses that might challenge and even threat the accomplishment of the vision and mission. In conclusion, the findings show that the set of vision and mission was not reaching its consensus, although at the theoretical level it was well formulated. The values of luhung elmuna, pengkuh agamana, jembar budayana were in the process of development. The implemented values such as siiih asah (mutual support), siiih asih (mutual affection), siiih astth (mutual care), cagevr (healthy), bageur (behaved), bener (truthfull). pinter (smart), and Islamic value of Akhlaqu! Karimah (well-behaving) were only understood by lecturers, administrative staff, and students as a slogan. There had not yet been a standard model for the implementation of the values, and neither had been any patterns for evaluating and monitoring the accomplishment of the vision, mission, and NMBS. The leading figures', lecturers', and administrative staffs understanding of general education was still limited. In January 2004 leading figure of UNPAS support the enforcement of Sunda Islamic identity through the establishment of academic and identity commission. Some recommendation has been proposed. First, Paguyuban Pasundan is expected to empower ali potentials and UNPAS targeted units for the accomplishment of the vision and mission. Second, UNPAS is expected to maximize ali potential streangth and opportunities, and minimize weakness and challenges, and try out Models of NMBS implementation and MKWU Curriculum Reference to serve as tools in administering the accomplishment of vision, mission, and values of luhung elmuna, pengkuh agamana, jembar buday una Third, the lecturers, administrative staff, and students of the university are expected to give proactive response to support the acoomplisment of Unpas vision and mision. The last, further research needs to be done to get deeper understanding of NMBS
