Abstract

STUDI EVALUATIF PENYELENGGARAAN PENDIDIKAN INKLUSIF DI SEKOLAH MENENGAH PERTAMA KOTA SURABAYA Khalisha Aulia Ningrum Abstrak Pendidikan Inklusif mengakomodasi setiap keberagaman peserta didiknya melalui pelayanan pendidikan yang sesuai kebutuhan untuk membantu mereka agar mencapai perkembangan yang optimal. Surabaya termasuk salah satu kota yang mendukung pendidikan inklusif. Penelitian ini difokuskan pada studi evaluasi pelaksanaan pendidikan inklusif di SMPN 5 dan SMPN 28 Surabaya. Menggunakan model analisis CIPP (Context evaluation, input evaluation, proses evaluation and product evaluation). Hasil penelitian menunjukkan bahwa kedua sekolah tersebut menjalankan prosedur kerja sesuai dengan kebijakan dan pembiasaan budaya inklusinya masing-masing. Hambatan yang dirasakan pada kedua sekolah tersebut pada evaluasi konteks Kegiatan parenting tidak dilakukan secara rutin dan kontinyu yang berfungsi sebagai bahan evaluasi untuk sekolah serta feedback bagi orangtua dan peserta didik baik siswa umum dan PDBK. Pada evaluasi masukan alat peraga atau media pembelajaran belum optimal di kedua sekolah. Pada evaluasi proses belum ada kurikulum acuan untuk modifikasi kurikulum bagi PDBK. Pada evaluasi produk bentuk evaluasi belum terlihat secara sistematis. Hal tersebut dikarenakan adanya pengaruh dari internal maupun eksternal lembaga itu sendiri. Pengaruh tersebut ternyata berdampak pada tujuan dari pelaksanaan penyelenggara pendidikan inklusi itu sendiri yaitu sebagai sarana pendidikan yang tidak diskriminatif dan memfasilitasi segala kebutuhan peserta didik. Namun kedua sekolah telah mengupayakan pendidikan inklusi untuk berjalan dengan optimal sehingga terlihat dampak yang positif terhadap PDBK yang bersekolah di SMP Negeri penyelenggara pendidikan inklusif di kota Surabaya. Kata kunci : pendidikan inklusif, model evaluasi CIPP, Peserta didik berkebutuhan khusus AN EVALUATIVE STUDY ON THE IMPLEMENTATION OF INCLUSIVE EDUCATION IN JUNIOR HIGH SCHOOLS IN THE CITY OF SURABAYA Khalisha Aulia Ningrum Abstract Inclusive Education accommodates every diversity in learners by providing educational services suitable for their needs to help them achieve optimal development. Surabaya is one of the cities that support inclusive education. The present study was focused on evaluating the implementation of inclusive education at SMPN 5 and SMPN 28 Surabaya. The CIPP (context, input, process, and product) evaluative model was employed for the analysis. The findings reveal that both schools has conducted the work procedures according to their respective policies and habituation of inclusion culture. An obstacle is found in both schools through the context evaluation, i.e. the parenting activity has not been conducted in a routine and continuous manner whereas it serves as an evaluation for the schools and feedback for parents and students, including both regular students and students with special needs. Based on the input evaluation, the teaching aids or learning media have not been optimized in both schools. The process evaluation indicates no reference curriculum to be used for curriculum modification for the students with special needs. Based on the product evaluation, the form of evaluation has not been systematic. This is due to the institutions’ internal and external influences. The influences apparently affect the very purpose of implementing the inclusive education, i.e. to become an educational means that is not discriminatory for and facilitates all the needs of students. However, the two state junior high schools providing inclusive education in the City of Surabaya have made the efforts for optimal inclusive education so that positive impacts are expected to be experienced by their students with special needs.
