Abstract

Penelitian ini berjudul “Pengaruh Kesehatan Penganggaran terhadap Mutu Sekolah pada Sekolah Menengah Pertama di Kota Cimahi”. Secara umum penelitian ini bertujuan mengetahui pengaruh kesehatan penganggaran terhadap mutu sekolah. Metode penelitian adalah deskriptif dengan pendekatan kuantitatif. Teknik pengumpulan data menggunakan angket tertutup yang disebar ke 36 sekolah dengan responden Kepala Sekolah, Tata Usaha, Guru dan pengurus komite sekolah. Hasil perhitungan Weight Mean Score (WMS) menunjukan bahwa Kesehatan Penganggaran termasuk pada kategori sangat baik dengan skor 3,48 dan mutu sekolah termasuk pada kategori sangat baik dengan skor 3,57. Hasil uji normalitas terhadap distribusi data menunjukan bahwa variabel X dan variabel Y berdistribusi normal yang selanjutnya analisis data menggunakan statistik parametik. Penghitungan analisis korelasi menggunakan Pearson Product Moment menghasilkan koefisien korelasi (rXY) sebesar 0,593 yang bermakna korelasi berada pada tingkat hubungan yang positif dan sedang. Hasil uji signifikansi dengan uji-t ( (4,232) > 1,692)) menunjukkan terdapat hubungan yang signifikan antara variabel X dan variabel Y. Hasil uji koefisien determinasi yaitu bahwa variabel X memberikan kontribusi terhadap variabel Y sebesar 35,2% dan sisanya dipengaruhi faktor lain. Hasil analisis regresi diperoleh persamaan Ŷ = 20,342 + 0,593 X. Kesimpulan penelitian adalah terdapat hubungan yang cukup kuat dan signifikan antara kesehatan penganggaran terhadap mutu sekolah pada sekolah menengah pertama di Kota Cimahi. Untuk terlaksananya penganggaran yang sehat maka sekolah harus memperhatikan proses, prinsip serta akuntabilitas. Dengan berjalannya penganggaran maka manajemen sekolah akan berjalan karena manajemen sekolah merupakan salah satu faktor dalam usaha peningkatan mutu pendidikan. Selain itu dalam rangka peningkatan mutu sekolah maka kerjasama dari pemangku kebijakan beserta semua maupun pelaksana kebijakan beserta semua komponen yang ada di sekolah pun dapat menjadi kolaborasi yang menguntungkan bagi pemenuhan mutu sekolah.;--This research is entitled "The Influence of Health Budgeting towards School Quality of Junior High Schools in Cimahi City". In general, this study aims to determine the effect of health budgeting towards school quality. The research method is descriptive with a quantitative approach. Data collection techniques used a closed questionnaire which was distributed to 36 schools with respondents to the Principal, Administration, Teachers and administrators of the school committee. The calculation result of Weight Mean Score (WMS) shows that Budgeting Health is in very good category with a score of 3.48 and the quality of the school is included in excellent category with a score of 3.57. The results of the test for normality of data distribution showed that variables X and variables Y were normally distributed which then analyzed the data using parametric statistics. Calculation of correlation analysis using Pearson Product Moment produces a correlation coefficient (rXY) of 0.593 which means that the correlation is at the level of a positive and moderate relationship. The results of the significance test with t-test ((4.232)> 1.692)) shows that there is a significant relationship between variable X and variable Y. The result for coefficient of determination is that variable X contributes to variable Y by 35.2% and the rest is influenced by other factors . The results of regression analysis obtained the equation Ŷ = 20,342 + 0,593 X. The conclusion of the study is that there is a strong and significant relationship between budgeting health and school quality of junior high schools in Cimahi City. To implement a healthy budgeting, schools must pay attention to processes, principles and accountability. With a running budgeting, school management will run because school management is a factor in efforts to improve the quality of education. In addition to improve the quality of schools, the collaboration of policy makers and all policy implementers and all the components in the school can be a beneficial collaboration for fullfilment the school quality.
