Abstract

Usaha Mikro Kecil dan Menengah (UMKM) mempunyai peran penting dalam pembangunan ekonomi nasional dengan mengurangi angka pengangguran dan menyerap banyak tenaga kerja. Perlu adanya suatu upaya terutama dari pemerintah untuk mengembangkan dan memberdayakan UMKM dengan bertujuan untuk menambah nilai jual dan daya saing. Pemberdayaan UMKM ini termasuk ke dalam salah satu upaya pengembangan economic civics guna mencapai kemandirian ekonomi masyarakat. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif. Objek penelitian terdiri dari tiga pihak, yakni pegawai Dinas Koperasi dan UKM Kabupaten Bandung Barat, Tim Fasilitator Pemberdayaan UMKM, dan pelaku UMKM. Teknik pengumpulan data yang digunakan antara lain wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa 1) program pemberdayaan UMKM yang dikembangkan oleh Dinas KUKM di Kabupaten Bandung Barat sebagai pengembangan teknologi masyarakat dilakukan dengan mengembangkan bidang pengolahan dan produksi, pemasaran, sumber daya manusia, serta desain dan teknologi; 2) Dinas KUKM mengimplementasikan program pemberdayaan UMKM dengan mengadakan pelatihan khusus, bazzar produk UMKM dan kunjungan ke pemilik UMKM lain; 3) program pemberdayaan UMKM mampu meningkatkan pendapatan, daya saing produk, kualitas produk, kemampuan teknologi dalam usaha, dan pemberdayaan masyarakat yang dilakukan oleh pelaku UMKM; 4) hambatan yang dihadapi dalam pelaksanaan pemberdayaan UMKM antara lain anggaran program pemberdayaan yang terbatas, kompetensi sumber daya manusia, jumlah UMKM yang tidak sebanding dengan bantuan anggaran, kurangnya komitmen dan konsistensi pelaku UMKM, kurangnya penguasaan teknologi, dan tempat pelaksanaan program pemberdayaan yang jauh; serta 5) solusi untuk mengatasi hambatan program pemberdayaan UMKM antara lain dengan permohonan bantuan dana ke pusat, melakukan kerjasama dengan pihak lain dalam pemberdayaan UMKM, mengikuti sosialisasi pembedayan dari pemerintah pusat, memberikan motivasi bagi pelaku UMKM, melatih kemampuan teknologi, dan mencari teman untuk mengikuti program pemberdayaan bersama.

Micro, Small and Medium Enterprises (MSMEs) have an important role in national economic development by reducing unemployment and absorbing a lot of labors. There are the needs, especially from the government, to develop and empower MSMEs with the aim of increasing sales value and competitiveness. The empowerment of MSMEs is one of the efforts to develop the economic civic in achieving the economic independence of the community. This study uses a quantitative approach with descriptive methods. The object of the study consisted of three parties, namely employees of the Cooperative and SME Office of Bandung Barat Regency, the Facilitator Team for MSME Empowerment, and MSME actors. Data collection techniques for this study are interviews, observation, and documentation studies. The results showed that 1) the MSME empowerment program developed by the KUKM Service in Bandung Barat Regency, as a community of technology development, was carried out by developing the fields of processing and producing, marketing, human resourcing, and design and technology; 2) KUKM Service implemented MSME empowerment programs by holding special training, MSME product bazaar and visiting other MSME owners; 3) UMKM empowerment programs were able to increase income, product competitiveness, product quality, business capability in the business, and community empowerment carried out by MSME actors; 4) The barriers faced in implementing MSME empowerment were the limitation of empowerment program budgets, the competency of human resources, the unequal number of MSMEs with budget assistance, the lack of commitment and consistency of MSME actors, the lack of mastery in technology, and the distance for implementing the empowerment program that was far to reach; and 5) The solutions to overcome the obstacles to MSME empowerment programs were requesting the financial assistance to the center, cooperating with other parties in empowering MSMEs, participating in socialization of services from the central government, providing motivation for MSMEs, training technological skills, and finding friends to join the program mutual empowerment.
