Abstract
Budaya politik partisipan merupakan tingkat budaya politik tertinggi dimana masyarakat sudah melibatkan diri dalam berbagai kegiatan politik seperti mengkritik sebuah kebijakan pemerintah, mengawal proses pembentukan dan pelaksanaan kebijakan publik atau minimal ikut berpartisipasi dalam kegiatan pemberian suara dalam pemilihan umum. Komisi Pemilihan Umum (KPU) memiliki andil yang cukup besar dalam mengembangkan budaya politik partisipan di masyarakat sehingga fenomena masyarakat yang tidak mau memilih dapat diminimalisir. Pada Tahun 2018 KPU Kota Bandung telah berhasil menumbuhkan budaya politik partisipan di masyarakat dengan melaksanakan program sosialisasi pemilihan Wali Kota Bandung. Pendekatan penelitian yang digunakan peneliti yaitu pendekatan kualitatif dengan metode deskriptif. Oleh karena itu penulis hendak mendeskripsikan peranan KPU Kota Bandung dalam perencanaan dan pelaksanaan program sosialisasi pemilihan Wali Kota Bandung, hambatan serta upaya dalam menumbuhkan partisipasi politik di masyarakat. Hasil dari penelitian menunjukkan bahwa: (1) Perencanaan program sosialisasi pemilihan umum yang dilaksanakan oleh KPU Kota Bandung berlandaskan peraturan KPU, tugas dan program kerja serta inovasi dalam pelakanaan sosialisasi pemilihan umum; (2) Pelaksanaan program sosialisasi pemilihan Wali Kota Bandung oleh KPU Kota Bandung dilakukan melalui kerja sama dengan pemerintah Kota Bandung, media massa, melaksanakan seminar pemilihan umum, kegiatan hiburan, special event dan pemberian produk souvenir pemilihan umum; (3) Hambatan yang dialami oleh KPU dalam program sosialisasi pemilihan Wali Kota Bandung berasal dari faktor internal dan faktor eksternal; (4) Upaya yang harus dilakukan dalam mengatasi hambatan yang terjadi yaitu meningkatkan kuantitas dan kualitas Sumber Daya Manusia dan perbaiki komunikasi antar anggota KPU serta menjalin komunikasi yang baik dengan beberapa organisasi masyarakat yang belum terakomodasi.;--- Participant's political culture is the highest level of political culture where the community has involved it self in various political activities such as criticizing a government policy, oversee the process of forming and implementing public policies or at least participating in voting activities in general elections. The General Election Commission (KPU) has a considerable contribution in developing the political culture of participants in the community so that the phenomenon of people who do not want to vote can be minimized. In 2018 the Bandung City KPU has succeeded in fostering a political culture of participants in the community by implementing a socialization program for the election of Mayor of Bandung. The research approach used by researchers is a qualitative approach with descriptive methods. Therefore the author wants to describe the role of the Bandung City Election Commission in planning and implementing the election program for the Mayor of Bandung, obstacles and efforts to foster political participation in the community. The results of the study indicate that: (1) Planning of general election socialization programs carried out by the Bandung City KPU based on KPU regulations, work assignments and programs as well as innovations in the implementation of general election socialization; (2) The implementation of the socialization program for the election of the Mayor of Bandung by the Bandung City Election Commission was carried out in collaboration with the Bandung City government, mass media, conducting general seminars, entertainment activities, special events and giving general election souvenir products; 3) The obstacles experienced by the KPU in the socialization program for the election of the Mayor of Bandung stem from internal factors and external factors; (4) Efforts that must be made in overcoming the obstacles that occur are increasing the quantity and quality of Human Resources and improving communication between KPU members and establishing good communication with several community organizations that have not been accommodated.
