Abstract

Praktik Hubungan Masyarakat (Humas) Pemerintah memainkan peran kunci dalam mengembangkan citra melalui program-program pemerintah berbasis sosial dan kemasyarakatan, termasuk Kementerian Sosial sebagai lembaga pemerintahan yang mulai menempatkan humas sebagai bagian penting dari organisasi. Penelitian ini bertujuan untuk melihat bagaimana peran humas pemerintah pada program kampanye sosial dalam Program Keluarga Harapan (PKH) dalam menjalankan aspek hubungan media, pelaporan publik, respon kepada publik, penjangkauan publik, dan meningkatkan dukungan publik. Penelitian ini menggunakan pendekatan kualitatif dengan strategi studi kasus. Metode pengumpulan data yang digunakan untuk penelitian adalah wawancara mendalam, observasi partisipan, studi dokumentasi, dan studi literatur. Hasil penelitian menunjukan bahwa humas Kementerian Sosial telah menjalankan seluruh peran dengan baik dan berperan dominan dalam aspek hubungan media, pelaporan publik, dan respon kepada publik, meskipun masih terdapat kekurangan yang harus diperbaiki humas dalam menjalankan perannya. Namun, dalam aspek penjangkauan publik dan meningkatkan dukungan publik humas tidak berperan dominan, karena hanya berperan sebagai fasilitator komunikasi serta mengawal dari sisi pemberitaan dan publikasi. Hasil ini dipengaruhi oleh posisi Humas dalam struktur organisasi yang tidak berada di bawah pimpinan, sehingga tidak memiliki akses komunikasi secara langsung dan minim terlibat dalam rapat pembuatan keputusan bersama pimpinan organisasi. ;--- The practice of public relations (public relations) the Government played a key role in developing the image through programs of social and community-based Government, including the Ministry of social institutions of Government that began to put public relations as an important part of the organization. This research aims to look at how the role of the Government public relations campaign social programs in the Program Keluarga Harapan (PKH) in carrying out this aspect of media relations, public reporting, response to the public, public outreach, and increased public support. This research used the qualitative approach with strategy case studies. The data collection methods used for research are in-depth interviews, participant observation, documentation, studies and the study of literature. Research results show that Social Ministry public relations have run well role throughout and played the dominant aspects of media relations, public reporting, and response to the public, although there are still deficiencies to be corrected of public relations in the exercise of his role. However, in aspects of public outreach and enhance public support of public relations is not the dominant role, as it only serves as a facilitator of communication and control from the side of the preaching and publications. These results are influenced by public relations position in the organizational structure that is not under the direction of, so don't have access directly and minimal communication is involved in joint decision making meeting of the leadership of the organization
