    Abstract

    Penelitian ini berjudul “Analisis Kebutuhan Pelaksanaan Reorganisasi di Pusat Pengembangan Sumber Daya Manusia Aparatur Bandung”. Penelitian ini dilaksanakan dengan maksud untuk mengetahui kebutuhan akan dilaksanakannya restrukturisasi organisasi di PPSDM Aparatur Bandung. Jenis penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan studi dokumentasi. Berdasarkan temuan penelitian, bahwa PPSDMA perlu melakukan restrukturisasi organisasi. Alasan perlunya dilakukan restrukturisasi organisasi di PPSDMA adalah karena dibutuhkannya satu bidang baru dalam struktur PPSDMA yang mengelola assessment atau penilaian kompetensi aparatur. Selain itu yang menjadi pertimbangan lainnya adalah adanya pelaksanaan tugas fungsi dari bidang/bagian yang belum efektif. Usulan perubahan struktur yang dilakukan PPSDM Aparatur secara substansi fokus pada dua bidang yaitu Bidang Pengembangan Kompetensi Sumber Daya Manusia Aparatur dan Bidang Penyelenggaraan Pendidikan & Pelatihan dan Pengelolaan Sarana Prasarana. Pengajuan usulan restrukturisasi organisasi ini bertujuan untuk mengefektifkan pelaksaaan tugas fungsi dari PPSDMA serta dapat mengakomodir seluruh tugas fungsi PPSDMA yang memiliki core bussiness sebagai lembaga pengembangan ASN di lingkungan KESDM. -----
    This research entitled " Needs Analysis of Reorganizational Implementation in Pusat Pegembangan Sumber Daya Manusia Aparatur Bandung". This research was conducted with the intention to know the need for organizational restructuring in PPSDMA Bandung. This research uses descriptive method with qualitative approach. Data collection techniques used were observation, interview, and documentation study. Based on the research findings, that PPSDMA need to restructure the organization. The reason for the need for organizational restructuring in PPSDMA is the need for a new field within the PPSDMA structure that manages the assessment/ assessment of apparatus competency. In addition, the other consideration is the implementation of the task function of the field / part that has not been effective. The proposed structural changes that made by PPSDMA substantially focus on two areas, sector of Development of Human Resource Competence Apparatus and sector of Education & Training and Infrastructure Management. The proposed restructuring of this organization aims to streamline the execution of functional duties of PPSDMA and can accommodate all tasks PPSDMA function that has core bussiness as an ASN development agency in KESDM environment.
