Abstract
Skripsi berjudul “PERISTIWA 27 JULI 1996 (Konflik dalam Partai Demokrasi Indonesia antara Kubu Megawati dengan Kubu Soerjadi)”. Masalah utama yang dibahas dalam skripsi ini adalah “Bagaimana konflik dalam Partai Demokrasi Indonesia menyebabkan terjadinya Peristiwa 27 Juli 1996“. Masalah utama tersebut kemudian dibagi menjadi lima pertanyaan penelitian, yaitu: 1. Bagaimana latar belakang terjadinya peristiwa 27 Juli 1996? 2. Bagaimana proses terjadinya peristiwa 27 Juli 1996? 3. Bagaimana penyelesaian kerusuhan 27 Juli 1996? 4. Bagaimana dampak yang ditimbulkan dari peristiwa 27 Juli 1996?. Metode yang digunakan adalah metode historis yang meliputi pengumpulan sumber baik sumber lisan maupun tulisan, kritik sumber, interpretasi dan historiografi. Dalam melakukan penelitian penulis menggunakan studi literatur yaitu mengkaji sumber-sumber yang relevan dengan kajian penulis dan sejarah lisan (oral history) sebagai salah satu sumber yang relevan dengan kajian penulis melalui teknik wawancara. Peristiwa 27 Juli 1996 merupakan peristiwa penyerbuan kantor DPP PDI Jalan Diponegoro yang dilakukan oleh sejumlah pihak diantaranya pendukung Soerjadi, aparat pemerintah dalam hal ini ABRI dan preman-preman. Hal ini dilakukan untuk merebut kekuasaan yang telah dipegang oleh Megawati Soekarnoputri selaku ketua umum PDI hasil Munas 1993. Dengan naiknya Mega sebagai Ketua Umum PDI dikhawatirkan akan menghambat legitimasi kekuasaan pemerintahan Orde Baru. Bertolak dari hal tersebut maka pemerintah membuat skenario-skenario untuk menjatuhkan kepemimpinan Megawati. Fenomena yang terlihat dimulai langkahnya antara lain yaitu dengan menjadikan kembali Soerjadi sebagai Ketua Umum PDI hasil kongres Medan pada Juni 1996. Terpilihnya kembali Soerjadi mengakibatkan PDI menjadi dua yaitu PDI Megawati dan PDI Soerjadi. Maka, di dalam PDI terbagi menjadi dua kubu yaitu PDI Kubu Mega dan PDI Kubu Soerjadi yang membawa konflik baru dalam tubuh PDI sendiri. Pada akhirnya mengakibatkan terjadinya pengambilalihan kantor DPP PDI di Jalan Diponegoro. Akibat dari Peristiwa 27 Juli 1996 adalah PDI Megawati tersingkir karena diganti oleh PDI Soerjadi, indeks saham merosot, menurunnya nilai tukar rupiah, investasi asing tertunda, pergeseran di elit ABRI. Penyelesaian dari Peristiwa 27 Juli 1996 diselesaikan melalui jalur hukum, namun karena tidak mempunyai cukup bukti untuk melanjutkan ke persidangan akhirnya kasus penyerbuan ini diselesaikan secara politik. Peristiwa ini kemudian membesar sampai mengakibatkan kerusuhan di jalan-jalan sekitar kantor DPP PDI, dan membuat dunia internasional ramai membicarakannya. Selain itu dampak lain dari terjadinya peristiwa ini adalah terhambatnya investasi asing dan nilai tukar rupiah menjadi menurun. Dampak bagi PDI sendiri terpecahnya PDI menjadi dua yaitu adanya Kubu Megawati dan Kubu Soerjadi, tetapi pada akhirnya Kubu Mega lah yang bertahan karena memang massa pendukung Mega lebih banyak dari pada pendukung Soerjadi. Thesis titled " Event July 27, 1996 ( Conflict in Indonesian Democratic Party between Megawati with Kubu Kubu Soerjadi ) " . The main issues discussed in this paper is " How conflicts within the Indonesian Democratic Party led to the 27 July 1996 " . The main problem is then divided into five research questions , namely : 1 . How does the background of the event July 27, 1996 ? 2 . How the occurrence of events July 27, 1996 ? 3 . How riots completion July 27, 1996 ? 4 . How does the impact of the events of July 27, 1996 ? . The method used is a method that includes gathering historical sources, both oral and written sources , source criticism , interpretation and historiography . In conducting research using literature study the authors examine the sources relevant to the study authors and oral history ( oral history ) as one of the sources that are relevant to the study authors through interview techniques . July 27, 1996 event is invading the PDI headquarters on Jalan Diponegoro made by a number of parties including Soerjadi supporters , government officials and the military in this regard thugs . This is done for power that has been held by Megawati Sukarnoputri's PDI as chairman of the National Conference results 1993. With the rise of Mega as Chairman of PDI feared would hamper the legitimacy of the New Order government . Starting from these two scenarios the government makes to drop Megawati's leadership . Phenomenon is seen starting steps , among others, by making back Soerjadi as Chairman of PDI results Medan congress in June 1996 . Soerjadi reelection resulted into two PDI PDI Megawati and PDI Soerjadi . Thus , in the PDI is divided into two camps , namely PDI and PDI Mega Kubu Kubu Soerjadi that bring new conflict in the PDI body itself . Ultimately resulted in the takeover of the PDI headquarters in Jalan Diponegoro . As a result of the 27 July 1996 was eliminated because Megawati PDI replaced by Soerjadi , stock index fell , declining exchange rate , foreign investment is delayed , the shift in the military elite . Completion of the 27 July 1996 resolved through legal channels , but because it does not have enough evidence to proceed to trial this raid case finally resolved politically . This event is then enlarged to cause riots in the streets around the office of the PDI , and make international talk crowded . Besides other impacts of the occurrence of these events is hampered foreign investment and exchange rate to be decreased . Impact on own PDI PDI splitting into two , namely the existence of Megawati and Kubu Kubu Soerjadi , but in the end was the last Mega camp because the supporters of Megawati supporters are more than the Soerjadi .
