Abstract

Program Raksa Desa merupakan salah satu program pembangunan yang dilaksanakan oleh Desa dengan bantuan Kabupaten. Program pembangunan MCK dan Pipanisasi air diselenggarakan di Desa Cisondari karena dalam kondisi empiris bahwa masyarakat yang sering melakukan rutinitas mandi cuci dan kakus disungai yang tanpa mereka sadari dapat mencemarkan sungai dan berdampak pada kesehatan masyarakat. Penelitian ini bertujuan untuk mengetahui penyelenggaraan program Raksa Desa, jenis program yang menunjang partisipasi dan pemberdayaan masyarakat, serta mengetahui kelebihan dan kekurangan program pembangunan Raksa Desa tersebut. Metode penelitian yang digunakan dalam penelitian ini yaitu metode deskriptif dengan pendekatan kualitatif, dimana teknik pengumpulan data yang dilakukan peneliti yaitu dengan wawancara, observasi dan studi dokumentasi. Subjek penelitian yang diambil dalam penelitian ini yaitu dua orang pelaksana program dan empat orang masyarakat. Kajian teori dalam penelitian ini mengacu pada konsep pembangunan, pemberdayaan masyarakat, serta konsep partisipasi masyarakat.Berdasarkan hasil penelitian maka diperoleh hasil 1) Penyelenggaraan program Raksa Desa melalui beberapa tahapan yaitu adanya perencanaan, pelaksanaan program, serta hasil penyelenggaraan Raksa Desa. 2) jenis kegiatan yang menunjang partisipasi masyarakat dan pemberdayaan masyarakat pada program RAKSA Desa Sabilulungan di Desa Cisondari yaitu pembangunan MCK dan Pipanisasi air, dimana program pembangunan tersebut dipilih atas data kebutuhan yang diperoleh pemerintah desa dari masyarakat. 3) Faktor penguat dalam pelaksanaan program pembangunan MCK dan Pipanisasi air yaitu rasa kekeluargaan masyarakat terhadap tetangga membuat pembangunan berjalan lancar. Faktor pelemah program penyelenggaraan RAKSA Desa yaitu pengelolaan dana yang dilakukan pemerintah Desa harus dipertimbangkan. Hal tersebut supaya pembangunan Sabilulungan di Desa Cisondari, Kata Kunci : Pemberdayaan Masyarakat, Partisipasi Masyarakat, Program Raksa Desa, Raksa Desa’s program is one of the development programs implemented by the village with the help of the District. The program of MCK and pipanisasi air construction in Cisondari district because in the empirical condition of people who often do routine wash bath and toilet in the river without consciously can pollute the river and impact on public health. This research is intended to know the implementation of Raksa Desa’s program, the type of program that supports the participation and empowerment of the community, and the advantages and disadvantages of the Raksa Desa development program. The research method used in this research is descriptive with qualitative approach, that is data technique technique done by keyword, observation and documentation study. Research subjects taken in this study are two program implementers and four people. The study of theory in this research the concept of development, community empowerment, and the concept of community participation. Based on the results of research, the results of 1)Raksa Desa’s Implementation program through several stages of the existence of planning, implementation of the program, and the results of the implementation of Village Raksa. 2)the types of activities that support community participation and community empowerment in RAKSA Desa Sabilulungan program in Cisondari Village is the construction of MCK and Pipanisasi air, where the selected development program on the data needs from the community. 3) The reinforcement factor in the implementation of MCK and Pipanisasi air development program is the sense of community kinship towards neighboring development goes smoothly. The weakening factor of the RAKSA Desa program is that the management of funds conducted by the village government should be considered.
