Abstract

Ruang Terbuka Hijau merupakan salah satu unsur penting dalam membentuk
lingkungan kota yang nyaman dan sehat, selain itu mendukung manfaat ekologis, sosial,
budaya, ekonomi, dan estetika kota. Undang-undang Nomor 26 Tahun 2007 mengamanatkan
bahwa di setiap kota harus memiliki lahan Ruang Terbuka Hijau (RTH) sebesar 30%. Kota
Bandung merupakan salah satu kota dengan kepadatan penduduk yang cukup tinggi dan
memiliki luasan lahan RTH yang kurang sesuai amanat Undang-undang. Berlatarbelakang
hal tersebut penelitian ini membahas bagaimana implementasi kebijakan pemerintah Kota
Bandung dalam upaya Pengelolaan RTH dengan rumusan masalah sebagai berikut; (1), Apa
saja Kebijakan Pemerintah Kota Bandung tentang Pengelolaan RTH?; (2), Bagaimana proses
penyusunan kebijakan Pemerintah Kota Bandung dalam upaya Pengelolaan RTH?; (3),
Sejauh mana keefektifan kebijakan Pemerintah Kota Bandung dalam upaya Pengelolaan
RTH?; (4), Hambatan-hambatan apa saja yang dialami Pemerintah Kota Bandung dalam
upaya Pengelolaan RTH?; (5), Bagaimana upaya Pemerintah Kota Bandung agar warga
masyarakatnya ikut berpartisipasi dalam Pengelolaan RTH? Pendekatan yang digunakan
dalam penelitian adalah pendekatan kualitatif dengan menggunakan metode studi deskriptif.
Teknik pengumpulan yang digunakan adalah observasi, wawancara, studi dokumentasi dan
studi literatur. Hasil Penelitian ini mengemukakan bahwa Kebijakan yang dikeluarkan
Pemerintah Kota dalam pengelolaan RTH antara lain Perda Kota Bandung Nomor 7 Tahun
2011 tentang Pengelolaan RTH, Perda Kota Bandung Nomor 18 Tahun 2011 tentang
Rencana Tata Ruang Wilayah (RTRW) Kota Bandung, Juknis, SOP dan master plan dalam
pelaksanaan pengelolaan RTH. Proses kebijakan pengelolaan RTH itu ada tataran formulatif
dan implementatif. Implementasi Kebijakan Pemerintah Kota dalam Pengelolaan RTH di
Kota Bandung dapat dilaksanakan dengan baik apabila ada dukungan dari para pemangku
kepentingan yang konsen dan konsisten. Hambatan-hambatan yang dialami oleh Pemerintah
Kota dalam pengelolaan RTH di Kota Bandung ini yaitu; a. ketersediaan lahan RTH b. SDM
dilihat dari kualitas dan kuantitas, c. keterbatasan sumber dana atau anggaran, d. minimnya
sarana dan prasarana pendukung operasional untuk mengelola RTH di Kota Bandung, e.
kurangnya kesadaran warga masyarakat untuk peduli dan mengelolaa lingkungan khususnya
RTH, dan f. pihak swasta yang hanya berorientasi komersil. Upaya-upaya yang dilakukan
dalam pengelolaan RTH antara lain; a. Intensifikasi pengelolaan RTH, b. Ekstensifikasi RTH
melalui penambahan luas RTH, c. penambahan sarana prasarana dan tenaga operasional di
lapangan, d. pengajuan penambahan anggaran dana untuk mendukung dan memaksimalkan
dalam pengelolaan RTH, e. pengendalian pemanfaatan ruang melalui proses perijinan yang
dilaksanakan di SKPD terkait, f. meningkatkan komunikasi dan sosialisasi terhadap seluruh
lapisan masyarakat tentang pengelolaan RTH, g. meningkatkan pola-pola kemitraan terhadap
berbagai stakeholder tentang pengelolaan RTH.----------Open green space is one of the essential elements in shaping the environment
comfortable and healthy city, besides supporting the benefits of ecological, social, cultural,
economic, and aesthetic of the city. Act No. 26 of 2007 mandates that every city should have
a Green open space land (RTH) by 30%. Bandung is a city with a fairly high population
density and has a land area of RTH that is less appropriate mandate of the Act. Based on this
research discusses how the implementation of the Government policy of Bandung in the
management of RTH with the following problem formulation; (1), what are the Government's
policy on managing the Bandung RTH?; (2), how the process of drafting the Government
policies of Bandung in the effort of managing RTH?; (3) the extent to which the effectiveness
of the Government's policy of Bandung in the effort of managing RTH?; (4), any barriers
experienced by the Government of the city of Bandung in the effort of the management of
RTH?; (5) How the efforts of the Government of the city of Bandung in order that the
citizens of the community participated in the management of RTH? The approach used in the
study was a qualitative approach using the methods of descriptive studies. Gathering
techniques used are observation, interview, study the documentation and study of literature.
The results of this study suggested that the city government issued a policy in the
management of RTH among other Regulatory areas of Bandung city number 7 in 2011 about
the management RTH, Regulatory areas of Bandung city number 18 in 2011 about Spatial
Plan area (RTRW) Bandung, technical instructions, SOP and the master plan in the
implementation of the management of RTH. Process management policies RTH that there is
a level of formulatif and implementatif. Implementation of the policy of the City Government
in the management of RTH in Bandung can be implemented with either when there is support
from stakeholders are concentrated and consistent. Barriers experienced by the City
Government in the management of RTH in Bandung this IE; a. availability of land RTH b.
human resources viewed from quality and quantity, c. limitations of the source of funding or
budget, d. lack of operational supporting infrastructure and facilities to manage RTH in
Bandung, e. lack of awareness of the citizens of the community to care for and maintain the
environment particularly RTH, and f. private parties that only commercial-oriented. Efforts
undertaken in the management of RTH among others; a. Intensifying the management of
RTH, b. RTH Extensification through the addition of extensive RTH, c. the addition of
infrastructure and operational personnel in the field, d. submission of the addition of budget
funds to support and maximize management RTH, e. control of use of space through the
process of licensing at SKPD related, f. increase communication and socialization to all
walks of life about the management of RTH, g. enhance partnership patterns against various
stakeholders about the management of RTH.
