Abstract

Penelitian ini dilatarbelakangi adanya Permendikbud No. 23 tahun 2016 tentang standar penilaian pendidikan yang berlaku umum, padahal karakteristik siswa SLB memiliki kekhususan. Penelitian evaluasi ini bertujuan mengevaluasi implementasi standar penilaian pendidikan pada keterampilan tata boga di SLB. Penelitian ini jenis penelitian evaluasi dengan menggunakan Discrepancy Evaluation Model (DEM), dari Malcolm Provus. Tiga tahap utama proses evaluasi yaitu analisis Standard (S) yaitu analisis komponen standar penilaian dari Permendikbud No. 23 tahun 2016, deskripsi performance (P) yaitu deskripsi pelaksanaan penilaian pada keterampilan tata boga di SLB, dan comparison antara standard dan performance. Hasil comparison diperoleh informasi kesenjangan atau discrepancy (D). Komponen standar penilaian hasil belajar peserta didik oleh pendidik adalah lingkup penilaian, tujuan penilaian, manfaat penilaian, prinsip penilaian, mekanisme penilaian, prosedur penilaian, dan instrumen penilaian. Subjek penelitian ditentukan dengan menggunakan teknik purposive sampling. Data penelitian dikumpulkan melalui angket, wawancara, observasi dan kajian dokumen penilaian. Teknik analisis data menggunakan Analysis Interactive Model dari Miles dan Huberman yang membagi kegiatan analisis menjadi empat bagian yaitu: pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi data. Temuan penelitian ini adalah terdapat kesenjangan antara pelaksanaan penilaian hasil belajar peserta didik oleh pendidik pada keterampilan tata boga di SLB dengan standar penilaian pendidikan. Pelaksanaan penilaian hasil belajar peserta didik oleh pendidik pada keterampilan tata boga belum sepenuhnya sesuai dengan standar penilaian. Pemerintah sebaiknya menetapkan standar penilaian pendidikan untuk pendidikan khusus. ;---The research is based on the regulation from the ministry of education and culture No. 23 year 2016 about; assesment standard of educational for general, in fact the disabled students need specific treatment. This research aims to evaluate implementation of the assessment standards of education to students skill in the area of cullinary learning at school for disabled.This evaluation research used discrepancy evaluation model (DEM) from Malcolm Provus. Three steps proces of evaluation are : (1) standard analysis (S); componen standard of evaluation from the regulation of ministry of education and cultural No. 23 year 2016. (2) Performance (P) that is desciption of assesment implementation to student skill in the area of cullinary learning at school for disabled. (3) Comparison between the standard and the implementation. Reseach process show there was discrepancy information (D); the componen of assesment standardare ; consisting of assesment, aim of assesment, benefit of assesment, principle of assesment, mechanism of assesment, procedure of assesment, and instrument of assesment. Purposive sampling used for this research. The Data collection used quesionarie, interview, and document review assessment.. The analysis data used “analysis interactive model” from Miles and Huberman. Four phase of analysis are; data collection –data reduction - data presentation - and to conclude data or data verification. Research reveals ; there is gaps between the standard of assesment and the implementation of the standard assesment by teachers in assesing the student skill in the area of culinary skil learning at school for disabled wich is used for this research.
