Abstract

Pemberian Otonomi Khusus bagi Propinsi Papua yang berdasarkan Undang-Undang Nomor 21 tahun 2001 dalam esensinya memiliki tujuan dimana memberikan kewenangan bagi rakyat Papua untuk mengelola sendiri kekayaan alam yang dimiliki serta diberi pelimpahan tanggung jawab untuk memajukan, percepatan pembangunan baik dari segi Pendidikan, Kesehatan, Infrastruktur demi terciptanya kesejahteraan masyarakat. Grand theory dalam penelitian ini yaitu menggunakan teori Dunn (1994.Hlm 1) yang menjelaskan tentang proses analisis kebijakanyaitu: Pertama, Penyusunan agenda kedua, formulasi kebijakan ketiga, adopsi kebijakan keempat, implementasi kebijakan dan yang kelima penilaian. Bertitik tolak pada uraian tersebut,penelitian ini berusaha mengungkapkan beberapa rumusan masalah sebagai berikut: (1) Apa yang melatarbelakangi terbentuknya Otonomi khusus dalam bidang pendidikan di Kabupaten Sorong; (2) Bagaimana Penerapan Kebijakan Otonomi khusus di kabupaten Sorong dalam bidang pendidikan sebagaimana diaturdalam UU No. 21 Tahun 2001; (3) Bagaimana Pengaruh kebijakan Otonomi khusus bagi pendidikan di kabupaten Sorong; (4) Apa saja faktor-faktor penyebab kegagalan Otonomi khusus terutama dalam bidang pendidikan di Kabupaten Sorong; (5) Bagaimana solusi untuk memecahkan masalah implementasi Otonomi Khusus dalam bidang pendidikan di Kabupaten Sorong. Agar memudahkan dalam melaksanakan penelitian, pendekatan yang digunakan adalah pendekatan kualitatif dengan metode studi deskriptif yang berusaha mengungkapkan fakta-fakta yang terjadi di lapangan mengenai implementasi otonomi khusus dalam bidang pendidikan tersebut melalui wawancara, observasi, studi literatur dan studi dokumentasi. Adapun subyek penelitian dalam penelitian ini adalah Pihak Dinas Pendidikan dan Pengajaran kabupaten Sorong, Pihak sekolah SD, SMP, SMA dan masyarakat. Hasil penelitian menunjukkan bahwa: (1) Karena pendidikan bagi orang Papua sangat penting/ itulah sebabnya diberikan suatu kewenangan khusus agar sumber daya manusia atau kualitas manusia Papua tidak tertinggal, tidak tersingkirkan tetapi ia harus bersaing; (2) Adanya program kerja seperti pembangunan gedung-gedung sekolah serta pemberian dana subsidi untuk kebutuhan sekolah; (3) Dengan adanya bantuan dana operasional sekolah daerah sehingga mengurangi beban orang tua dalam menyekolahkan anak-anak mereka; (4) Permasalahan masih terjadi tumpang tindih aturan hukum yang dikeluarkan pusat dengan aturan Perdasus dan Perdasi; (5) Dilakukan evaluasi secara komprehensif atas pelaksanaan Otsus Papua selama 15 Tahun ( 2001–2016) serta hukum harus ditegakkan seadil-adilnya. ---------- FlorensinaMoekbun (0909171), inspect of evaluation implementation special autonomy policy in education aspect in Sorong Regency (Study Descriptive at Department of Education and Teaching Sorong Regency) Special autonomy for Papua Province granted by the Republic of Indonesia through law No. 21 of 2001 in purpose of authority for Papuan citizenry to manage their own natural resource and also full responsibility in every direction of development for instance in education aspect, health care, and infrastructure to accomplish prosperity. Based on the explanation above, this research trying to reveal some of the issues; first, what is the main idea of special autonomy for education in Sorong Regency; second, how is the implementation of special autonomy for education aspect through law No. 21 of 2001 in Sorong Regency; third, how is the special autonomy influence the education system in Sorong Regency; fourth, what are the things that cause failure education system of special autonomy in Sorong Regency; finally, how is the problem solving works, in term of implementation special autonomy for education system, in Sorong Regency. Furthermore, to make it simple and an easy understanding, this research use qualitative approach by study descriptive method which is trying to discover all facts that happen during the implementation of special autonomy for education sector by interviewing, observation, and study literature also study documentation. However, the subject of this research had place at department of education and teaching in Sorong Regency, which is consist of elementary school, junior high school, and senior high also the society. This research shows; first, because education is important, so that why special autonomy is given in order to preserve Papuan human resource from under – development and eliminate, but they must be compete with other students from cross Indonesia; second, present project development instance school building also finance subsidy for school needs; third, through the finance operational region helps reduce family burden in term of children school needs; fourth, however until now miss understood and overlapping rule between center government and region; finally, comprehensive evaluation has been taken according to ten years special autonomy (Otsus) in Papua from 2001 to 2011 because law must be justify.
