Abstract
Perencanaan wilayah sangat diperlukan dalam pelaksanaan pembangunan yang akan mendukung perkembangan suatu wilayah. Perkembangan wilayah ditandai dengan bertambahnya jumlah infrastuktur untuk memfasilitasi kegiatan penduduk. Ketersediaan infrastuktur harus sesuai dengan kebutuhan agar bisa dimanfaatkan secara optimal oleh penduduk. Tujuan penelitian ini aadalah mengidentifikasi tingkat ketersediaan infrastuktur dan pemanfaatannya oleh penduduk di kawasan perkotaan Cianjur yang meliputi ketersediaan utilitas umum, prasarana lingkungan dan sarana lingkungan. Metode penelitian menggunakan Metode analisis skalogram Guntzman untuk menghitung tingkat ketersediaan infrastuktur dan analisis persentase untuk menghitung pemanfaatan infrastuktur . Penelitian ini dilaksanakan di tiga wilayah sampel berdasarkan kategori jumlah penduduk tinggi, sedang, dan rendah, yang meliputi Kelurahan Pamoyanan, Desa Limbangansari, dan Desa Babakankaret. Hasil penelitian menunjukkan bahwa ketersediaan utilitas umum sudah memenuhi kebutuhan sesuai dengan standar minimal pelayanan, serta terdapat perbedaan tingkat ketersediaan utilitas umum, Kelurahan Pamoyanan mempunyai tingkat ketersediaan infrastuktur yang paling tinggi. Ketersediaan prasarana lingkungan secara umum sudah terpenuhi untuk sarana jalan dan drainase dan tidak memenuhi kebutuhan untuk sarana persampahan, ketersediaan prasarana lingkungan tertinggi terdapat di Desa Limbangansari. Ketersediaan sarana lingkungan sudah memenuhi kebutuhan khususnya sarana niaga, kesehatan dan sarana pelayanan umum dan belum memenuhi untuk sarana pendidikan dan sarana ruang terbuka hijau. Pemanfaatan infrastuktur yang tinggi terdapat pada sarana air bersih (PDAM), sarana jalan (jalan kota ), dan sarana kesehatan (Puskesmas), pemanfaatan infrastuktur yang rendah terdapat pada pemanfaatan sarana Ruang Terbuka Hijau ( Taman Kota dan Taman Kecamatan). Pemerintah perlu memperhatikan persebaran infrastuktur supaya tidak terpusat di suatu wilayah tertentu untuk menghindari masalah seperti konsentrasi dan kepadatan penduduk yang tinggi dan kemacetan lalu lintas. Kata Kunci : Ketersediaan, Pemanfaatan, Infrastuktur kota, Regional planning is needed in the implementation of some areas development that will support the development of a region. The development of the area was marked by the increasing number of infrastructure to facilitate people’s activity. The availability of infrastructure must be appropriate with the need so that it can be fully utilized by the people. The purpose of this study was to identify the level of infrastructure availability and utilization by the people in urban areas of Cianjur which includes the availability of public utilities, environmental infrastructure and environmental facilities. The research method uses descriptive method with Guntzman schallogram analysis techniques to calculate the level of availability of infrastructure and the percentage analysis to calculate the utilization of the infrastructure. This research was conducted in three regions sample which categorized by high, medium and low population, which cover the Pamoyanan Village, Limbangansari Village, and Babakankaret Village. The results of this study showed that the availability of public utilities is already fulfilling the needs which is appropriate with the minimum standards of service, and there are some differences in the level of availability of public utilities, Pamoyanan Village have the highest level of the infrastructure availability. Availability of environmental infrastructure in general has been fulfilled for roads and drainage and do not meet the requirements for the trash facility, the highest level of availability of environmental infrastructure was found in Limbangansari village. Availability of environment facilities already meets the needs especially in commercial facilities, health and public service facilities and do not meet for educational facilities and green open spaces. Higher utilization of infrastructure found in water supply systems (PDAM), roads (city streets), and health facilities (health centers), low utilization of infrastructure was found in the utilization of green open space (City Park and Sub district Park). The Government needs to pay attention to the distribution of city infrastructure that is not concentrated in a particular area to avoid the centralization of the more crowded population and traffic jam.
