Abstract
Pabrik Kelapa Sawit PT. Intan Sejati Andalan merupakan pabrik kelapa sawit dengan pengolahan 600 ton tandan buah segar per hari dan dapat menghasilkan limbah padat seperti tandan kosong, cangkang dan serat sebesar 26,4 ton per hari. Prosesnya industri kelapa sawit menghasilkan limbah yang berpotensi menjadi pencemar lingkungan jika tidak dikelola dengan baik. Penelitian ini bertujuan 1)mengidentifikasi bentuk pemanfaatan limbah padat kelapa sawit, 2)mengidentifikasi partisipasi masyarakat, dan 3)menganalisis faktor-faktor yang mendukung pemanfaatan limbah padat perkebunan kelapa sawit. Penelitian ini menggunakan metode deskriptif dengan teknik survey. Populasi penelitiannya yaitu seluruh masyarakat di sekitar pabrik kelapa sawit, sedangkan sampel yaitu 43 masyarakat. Teknis analisis data menggunakan analisis deskriptif, persentase, skala likert, tabulasi silang, dan regresi linear sederhana. Hasil penelitian menunjukkan bahwa PT. Intan sejati Andalan memanfaatkan limbah padat sebagai bahan bakar ketel uap dan pembangkitan listrik, sebagai alternatif pupuk kompos/organik, dan sebagai mulsa, sedangkan limbah padat perkebunan berupa pelepah dari pohon kelapa sawit masyarakat memanfaatkannya menjadi pagar dan kayu bakar. Masyarakat di Desa Bumbung memiliki partisipasi yang sangat rendah dalam partisipasi harta benda (uang), memiliki partisipasi yang rendah pada partisipasi ide dan keterampilan dan partisipasi sosial, dan memiliki partisipasi yang tinggi pada partisipasi tenaga. Pada faktor usia dan faktor jenis pekerjaan terhadap partisipasi masyarakat terdapat pengaruh yang tidak signifikan, sedangkan faktor tingkat pendidikan, pendapatan, faktor kependudukan, faktor lamanya tinggal terhadap partisipasi masyarakat terdapat pengaruh yang signifikan. Sosialisasi lebih lanjut dapat memberikan sumbangan pemikiran ditujukan pada instansi swasta maupun pemerintahan terkait untuk memberikan arahan dan perhatian terhadap permasalahan yang dihadapi masyarakat untuk lingkungan yang lebih baik --------- PT. Intan Sejati Andalan Palm Oil Mill is a factory with 600 tons of fresh fruit bunches processing per day and produce 26.4 tons of solid wastes such as empty fruit bunches, shells and fibers per day. Process the oil palm industry generates waste that potentially polluting the environment if it can not managed properly. The aims of this research are: 1) to identify the utilization form of palm oil solid waste, 2) to identify forms of people’s participation, and 3) to analyze the supporting factors of palm oil solid waste plantations utilization around the palm oil. This research use descriptive method and survey technique. The population in this research is all of the people in around Palm Oil Mill, while the sample is 43 people. Data analysis technique use descriptive analysis, percentage, likert scale, crosstabulation, and simple linear regression. The result of this research showed that PT. Intan Sejati Andalan utilize solid waste as steam boiler fuel and organic/compos fertilizer power plants as an alternative, and used as a mulch, while the plantation solid waste such as in the form of palm tree fronds are used by people as fence and firewood. People in Bumbung Village have low participation in property (money), idea, and skill, also in the form of social participation, but has high participation in power. There is no significant effect in people’s participation at age factor and type of work factor, while the factor of education level, income, demography length of stay have a significant effect in it. Further dissemination can contribute the ideo addressed to private and government institution to give direction and attention on the problem that faced by people for a better environment
