    Abstract

    Fenomena bonus demografi, tingginya angka penganguran di Jawa Barat yang mencapai 1,7 juta orang (BPS, 2024), serta ketersediaan lapangan pekerjaan formal yang terbatas di Indonesia mendorong pemerintah untuk melakukan terobosan guna mengantisipasi dan mengatasi permasalahan ini melalui peningkatan kemampuan kewirausahaan. Dinas Pemuda dan Olahraga Kota Bandung melalui program Camp Entrepreneur (CEMPOR) berupaya untuk membantu pemuda menjadi seorang wirausaha. Penelitian ini bertujuan untuk mengkaji proses pengelolaan program yang dilakukan oleh Dispora Kota Bandung dengan menggunakan teori manajemen G.Terry (Planning, Organizing, Actuating, Controlling). Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Informan dalam penelitian ini terdiri dari 1 orang pengelola, 1 orang instruktur, dan 2 orang peserta program. Hasil penelitian menunjukkan bahwa program telah dirancang sesuai kebutuhan peserta, dengan dukungan metode kolaborasi hexahelic, kompetensi instruktur, serta sarana dan prasarana yang mendukung. Proses pelaksanaan berjalan sesuai dengan rencana, dan hasil pengelolaan program menunjukkan adanya peningkatan kemampuan peserta dalam pengetahuan, keterampilan, dan sikap seorang wirausaha. Indikator keberhasilan program dapat dilihat melalui ketercapaian tujuaan, kemampuan peserta dalam merencanakan usaha, dan terjalinnya relasi satu sama lain. Temuan penelitian menegaskan pentingnya pengelolaan waktu pada saat melaksanakan pelatihan dan melakukan evaluasi secara rutin/berkala. Rekomendasi diberikan untuk meningkatkan kualitas program, serta penguatan evaluasi untuk mendukung keberlanjutan program. The demographic bonus phenomenon, the high unemployment rate in West Java, which has reached 1.7 million people (BPS, 2024), and the limited availability of formal employment opportunities in Indonesia have prompted the government to take bold steps to anticipate and address these issues through the enhancement of entrepreneurial skills. The Youth and Sports Agency of Bandung City, through the Camp Entrepreneur (CEMPOR) program, aims to assist young people in becoming entrepreneurs. This study seeks to examine the program management process carried out by the Youth and Sports Agency of Bandung City using G. Terry's management theory (Planning, Organizing, Actuating, Controlling). This study employs a descriptive qualitative approach with data collection techniques including interviews, observations, and document analysis. The informants in this study consist of 1 program manager, 1 instructor, and 2 program participants. The research findings indicate that the program has been designed to meet the participants' needs, supported by the hexahelic collaboration method, instructor competencies, and adequate facilities and infrastructure. The implementation process proceeded as planned, and the program management results showed an improvement in participants' knowledge, skills, and attitudes as entrepreneurs. Program success indicators can be seen through the achievement of objectives, participants' ability to plan a business, and the establishment of relationships among one another. The findings of the study confirm the importance of time management when conducting training and conducting regular/periodic evaluations. Recommendations are provided to improve program quality and strengthen evaluations to support program sustainability.
