Abstract

Family is the smallest unit in society consisting of father, mother, and children. Generally, a family has some functions, which are affection, economic, social supervision, status-granting, protection, reproduction, and socialization. In fact, not all family can fulfill their functions wholly and it causes a family dysfunction. This is one of the reasons why children stay at the house of social protection of children (Rumah Perlindungan Sosial Asuhan Anak) which hereinafter is abbreviated as RPSAA. RPSAA in Ciumbuleuit is an institution under the Government of West Java Province. With the presence of the institution and the programs conducted, it is hoped to replace the family functions which cannot be received by the children from their family. One of children’s rights is to get a good care pattern to optimize their ability as the nation’s future generation. By receiving good care patterns, hopefully children can be able to have good personalities as well. The purpose of this research is firstly to describe the programs in RPSAA in regards to the efforts in creating the personality of the foster children, secondly to describe the implementation of strategies and care patterns method employed by the caregiver in the RPSAA to create the personality of the foster children, thirdly to depict the obstacles experienced by the caregiver when implementing the care patterns to create the personality of the foster children along with the vision of of RPSAA for the foster children as well as the solution, lastly to describe the care patterns applied by the caregiver to create the personality of the foster children. The researcher employed descriptive research method with qualitative approach. To gain the data, the researcher conducted participative observation, interview, and document study. The result showed that there are long-term and short-term programs to create the personality of the foster children; the care patterns applied by the caregiver is democratic, one of the obstacles faced by the caregiver is children’s dishonesty; the solutions for the obstacles are motivation giving, guidance, as well as patience in taking care of the foster children; RPSAA is not yet entirely fulfill their vision which is make the foster children to be intelligent, healthy, have achievements, disciplined, independent, and have noble characters. Some recommendations are given to the relevant parties to optimize the foster children’s growth as the nation’s future generation.
