Abstract
Keandalan sistem tenaga listrik sangat bergantung pada efektivitas sistem proteksi. Pengaturan relai proteksi yang tidak optimal dapat menyebabkan kegagalan isolasi, kondisi di mana material isolasi tidak mampu menahan tegangan, mengakibatkan hubungan singkat, kerusakan peralatan, dan pemadaman luas. Masalah utama adalah setting relai yang tidak selektif dan cepat, memperparah dampak kegagalan isolasi dan mengganggu kontinuitas pasokan. Penelitian ini menganalisis dan mengevaluasi ulang setting relai proteksi arus lebih (Overcurrent Relay/OCR) pada penyulang PANA di Gardu Induk Patuha, UP2D Jawa Barat. Tujuannya adalah memastikan kesesuaian setting dengan standar kesepakatan terbaru PLN tahun 2024, yang mengacu pada SPLN dan IEC 60255, demi keandalan dan selektivitas sistem. Koordinasi proteksi yang tepat, dengan prinsip selektivitas dan keandalan, untuk meminimalkan dampak gangguan. Analisis dilakukan dengan membandingkan perhitungan manual berdasarkan standar PLN 2024 dengan simulasi ETAP 19.0.1. Hasil menunjukkan setting eksisting belum sepenuhnya sesuai, terutama pada sisi outgoing. Setelah re-setting, simulasi menunjukkan kinerja proteksi yang lebih baik: waktu kerja relai utama (outgoing) untuk gangguan 0% menjadi 0,453 detik, dan koordinasi waktu (CTI) antara relai utama dan cadangan (incoming) tercapai 0,449 detik, memenuhi standar minimum. Kesimpulannya, re-setting parameter relai secara signifikan meningkatkan kinerja proteksi sesuai standar, dan validasi ETAP membuktikan efektivitas perhitungan manual untuk optimasi sistem proteksi di lapangan. The reliability of the electrical power system is highly dependent on the effectiveness of the protection system. Suboptimal protection relay settings can cause insulation failure, a condition in which the insulation material is unable to withstand voltage, resulting in short circuits, equipment damage, and widespread blackouts. The main problem is non-selective and slow relay settings, which exacerbate the impact of insulation failure and disrupt supply continuity. This study analyzes and re-evaluates the overcurrent relay (OCR) settings on the PANA feeder at the Patuha Substation, UP2D West Java. The objective is to ensure compliance with the latest PLN standards for 2024, which reference SPLN and IEC 60255, to enhance system reliability and selectivity. Proper protection coordination, based on the principles of selectivity and reliability, minimizes the impact of disturbances. The analysis was conducted by comparing manual calculations based on PLN 2024 standards with ETAP 19.0.1 simulations. The results indicate that the existing settings are not fully compliant, particularly on the outgoing side. After re-setting, the simulation showed improved protection performance: the operating time of the main relay (outgoing) for a 0% fault became 0.453 seconds, and the coordination time (CTI) between the main and backup relays (incoming) was achieved at 0.449 seconds, meeting the minimum standard. In conclusion, re-setting the relay parameters significantly improved protection performance in accordance with standards, and ETAP validation confirmed the effectiveness of manual calculations for optimizing the protection system in the field.
