Abstract

ABSTRAK R. DIAN MUHAMMAD JOHAN JOHOR MULYADI (2208943), STRATEGI INTERNASIONALISASI PEMBINAAN PANCASILA BAGI WARGA NEGARA INDONESIA DI LUAR NEGERI DALAM MENANGKAL IDEOLOGI TRANSNASIONAL Penelitian ini dilatarbelakangi oleh meningkatnya penetrasi ideologi transnasional yang bertentangan dengan Pancasila di kalangan Warga Negara Indonesia (WNI) di luar negeri, khususnya pekerja migran dan mahasiswa. Kurang fokusnya pembinaan ideologi Pancasila selama lebih dari dua dekade menyebabkan rendahnya pemahaman dan penghayatan nilai-nilai Pancasila di kalangan WNI di luar negeri. Untuk membentuk karakter Pancasilais WNI diperlukan pendidikan karakter WNI yang akan menggunakan Teori Pendidikan Thomas Lickona dan Ki Hajar Dewantara sebagai Grand Theory dari penelitian ini. Tujuan penelitian ini adalah untuk: (1) Mengidentifikasi dampak ideologi transnasional terhadap WNI di luar negeri, (2) Menggali strategi empirik Internasionalisasi Pembinaan Ideologi Pancasila (PIP), (3) Merumuskan strategi teoritis Internasionalisasi PIP, dan (4) Menganalisis faktor pendukung dan penghambat pelaksanaannya. Penelitian ini menggunakan metode autoetnografi dengan teknik pengumpulan data melalui angket digital dan wawancara mendalam terhadap WNI di Malaysia, Tiongkok, Amerika Serikat, Kanada, dan Italia. Analisis dilakukan secara kombinatif antara pendekatan kualitatif dan kuantitatif. Hasil penelitian menunjukkan bahwa: (1) terdapat 11 kelompok WNI di luar negeri yang terpapar ideologi transnasional, baik secara langsung maupun tidak langsung, (2) ditemukan strategi empirik Internasionalisasi PIP terhadap WNI di luar negeri yang berpotensi dapat memperkuat ketahanan ideologi bagi WNI di luar negeri, (3) rumusan strategi teoritis Internasionalisasi PIP bagi WNI di luar negeri, dan (4) terdapat faktor pendukung dan faktor penghambat dalam Internasionalisasi PIP bagi WNI di luar negeri. Implikasi dari penelitian ini adalah perlunya kebijakan proaktif Kementerian dan Lembaga terkait untuk mengintegrasikan pembinaan Pancasila melalui program edukatif, penyusunan modul kontekstual, dan pelibatan WNI sebagai Agen dan Duta Pancasila di luar negeri. DIAN MUHAMMAD JOHAN JOHOR MULYADI (2208943), INTERNATIONALIZATION STRATEGY OF PANCASILA DEVELOPMENT FOR THE INDONESIAN ABROAD IN COUNTERING TRANSNATIONAL IDEOLOGY This research is motivated by the increasing penetration of transnational ideologies that are contrary to Pancasila among Indonesian citizens (WNI) abroad, especially migrant workers and students. The lack of focus on fostering Pancasila ideology for more than two decades has resulted in low understanding and appreciation of Pancasila values among Indonesian citizens abroad. To shape the Pancasilaist character of Indonesian citizens, character education is needed which will use the Educational Theory of Thomas Lickona and Ki Hajar Dewantara as the Grand Theory of this research. The objectives of this research are to: (1) Identify the impact of transnational ideologies on Indonesian citizens abroad, (2) Explore empirical strategies for the Internationalization of Pancasila Ideology Fostering (PIP), (3) Formulate theoretical strategies for the Internationalization of PIP, and (4) Analyze supporting and inhibiting factors for its implementation. This research uses an autoethnographic method with data collection techniques through digital questionnaires and in-depth interviews with Indonesian citizens in Malaysia, China, the United States, Canada, and Italy. The analysis is carried out using a combination of qualitative and quantitative approaches. The results of the study indicate that: (1) there are 11 groups of Indonesian citizens abroad who are exposed to transnational ideology, both directly and indirectly, (2) an empirical strategy for the Internationalization of PIP for Indonesian citizens abroad has been found that has the potential to strengthen ideological resilience for Indonesian citizens abroad, (3) a theoretical strategy for the Internationalization of PIP for Indonesian citizens abroad has been formulated, and (4) there are supporting and inhibiting factors in the Internationalization of PIP for Indonesian citizens abroad. The implications of this study are the need for proactive policies from relevant Ministries and Institutions to integrate Pancasila development through educational programs, the preparation of contextual modules, and the involvement of Indonesian citizens as Pancasila Agents and Ambassadors abroad.
