Abstract
Sistem monitoring realisasi anggaran memiliki peran penting dalam meningkatkan efisiensi dan transparansi pengelolaan keuangan. Di BPS Kabupaten Bandung Barat, proses monitoring sebelumnya masih dilakukan secara manual melalui Excel, yang menimbulkan kendala seperti keterlambatan laporan, potensi kesalahan data, dan kesulitan pelacakan. Penelitian ini bertujuan untuk merancang dan membangun sistem monitoring berbasis web yang terstruktur, efisien, dan dapat diakses secara real-time. Sistem dikembangkan menggunakan metode Design Science Research (DSR) melalui enam tahapan: identifikasi masalah, usulan solusi, desain dan pengembangan, demonstrasi, evaluasi, serta komunikasi. Evaluasi dilakukan pada dua aspek: functional suitability melalui User Acceptance Testing (UAT) dan usability melalui System Usability Scale (SUS). Hasil UAT menunjukkan seluruh 59 test case berhasil dijalankan dengan hasil sesuai (100%), menunjukkan sistem sangat layak. Nilai rata-rata SUS dari 15 responden sebesar 79,68 dengan kategori B (Good), menunjukkan sistem dapat diterima dengan baik oleh pengguna. ----- The budget implementation monitoring system plays an important role in improving the efficiency and transparency of financial management. At the West Bandung Regency BPS, the monitoring process was previously carried out manually using Excel, which caused problems such as delayed reports, potential data errors, and tracking difficulties. This study aims to design and build a structured, efficient, and real-time accessible web-based monitoring system. The system was developed using the Design Science Research (DSR) method through six stages: problem identification, solution proposal, design and development, demonstration, evaluation, and communication. Evaluation was conducted on two aspects: functional suitability through User Acceptance Testing (UAT) and usability through the System Usability Scale (SUS). The UAT results showed that all 59 test cases were successfully executed with matching results (100%), indicating that the system is highly feasible.
