Abstract
Tingkat profesionalisme dan kinerja ASN Pemerintah Kota Tasikmalaya masih tergolong rendah. Evaluasi terhadap kinerja ASN pada tahun 2018-2023 menunjukkan adanya kesenjangan dalam kinerja yang dapat menghambat pencapaian tujuan organisasi. Penelitian ini bertujuan untuk menganalisis kinerja ASN di Pemerintah Kota Tasikmalaya dan menguji keterkaitan antara pengaruh pengembangan kompetensi dan komitmen organisasi terhadap kinerja pegawai melalui employee engagement dan knowledge sharing. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survey melalui kuesioner. Teknik pengambilan sampel menggunakan proportionate random sampling dengan jumlah sampel sebanyak 591 responden. Untuk menguji hubungan antara variabel, analisis data menggunakan Structural Equation Modeling (SEM) dengan bantuan software SmartPLS 3.0. Hasil penelitian menegaskan bahwa pengembangan kompetensi, komitmen organisasi, Employee Engagement dan Knowledge Sharing berpengaruh secara signifikan meningkatkan kinerja pegawai baik secara langsung maupun melalui mediasi sehingga menunjukkan pentingnya strategi holistik dalam pengelolaan sumber daya manusia.. Pendekatan ini memberikan perspektif yang lebih holistik dan mendalam dalam memahami dinamika pengembangan sumber daya manusia dalam konteks organisasi publik. Kesimpulan menunjukkan bahwa Employee Engagement dan Knowledge Sharing memainkan peran mediasi dalam hubungannya antara pengembangan kompetensi, komitmen organisasi dalam praktik kinerja pegawai. Pemerintah Kota Tasikmalaya direkomendasikan untuk mengadopsi kebijakan yang mendukung peningkatan kompetensi ASN secara berkelanjutan, memperkuat budaya organisasi yang mendukung komitmen, serta menciptakan lingkungan kerja yang mendorong keterlibatan dan berbagi pengetahuan, guna mencapai standar pelayanan publik yang lebih tinggi. The level of professionalism and performance of civil servants (ASN) in the Tasikmalaya City Government is still relatively low. An evaluation of ASN performance from 2018 to 2023 indicates a performance gap that could hinder the achievement of organizational goals. This study aims to analyze the performance of ASN in the Tasikmalaya City Government and examine the relationship between competency development and organizational commitment on employee performance through employee engagement and knowledge sharing. This study employs a quantitative approach using a survey method with questionnaires. The sampling technique used is proportionate random sampling, with a total sample of 591 respondents. To test the relationships between variables, data analysis was conducted using Structural Equation Modeling (SEM) with the assistance of SmartPLS 3.0 software.The findings confirm that competency development, organizational commitment, employee engagement, and knowledge sharing significantly improve employee performance, both directly and through mediation. This highlights the importance of a holistic strategy in human resource management. This approach provides a more comprehensive and in-depth perspective on understanding the dynamics of human resource development in the context of public organizations. The conclusion shows that employee engagement and knowledge sharing play a mediating role in the relationship between competency development and organizational commitment in employee performance practices. It is recommended that the Tasikmalaya City Government adopt policies that support continuous competency development for civil servants, strengthen an organizational culture that fosters commitment, and create a work environment that encourages engagement and knowledge sharing to achieve higher public service standards.
