    Abstract

    Program pengembangan literasi merupakan sebuah inisiatif yang dirancang untuk
    menumbuhkan dan mempertahankan minat baca di kalangan peserta didik. Program
    pengembangan literasi tersebut dirancang dan disesuaikan oleh sekolah dengan mengacu
    pada Gerakan Literasi Sekolah (GLS) pada tahap pengembangan. Penelitian ini bertujuan
    mendeskripsikan; (1) perencanaan program pengembangan literasi, (2) pelaksanaan
    program pengembangan literasi, (3) evaluasi program pengembangan literasi di tiga SD
    Kota Tasikmalaya. Penelitian ini menggunakan pendekatan kualitatif dengan metode
    deskriptif. Subjek penelitian terdiri dari kepala sekolah, guru yang bertugas sebagai
    penanggung jawab program GLS, dan peserta didik di tiga SD Kota Tasikmalaya. Teknik
    pengumpulan data dengan wawancara, observasi, dan studi dokumentasi, dengan teknik
    analisis data yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari
    penelitian ini yaitu: (1) perencanaan program pengembangan literasi di SDN A dan SDN C
    dilakukan dengan baik namun masih kurang dalam perincian pembiayaan, sementara SDN
    B belum memiliki perencanaan yang terdokumentasi dengan baik sehingga menyebabkan
    kurang optimalnya pelaksanaan dan pengawasan, (2) pelaksanaan program pengembangan
    literasi di SDN A sudah sesuai dengan perencanaan, sedangkan di SDN B dan SDN C,
    pelaksanaan tidak berjalan sesuai jadwal yang ditetapkan dan memerlukan perbaikan dalam
    pengelolaan waktu, (3) evaluasi program pengembangan literasi di ketiga sekolah belum
    optimal, dengan SDN A yang belum menindaklanjuti evaluasi bulanan secara sistematis,
    dan SDN B serta SDN C yang memerlukan peningkatan dalam evaluasi untuk memastikan
    efektivitas program. Penelitian ini menunjukkan adanya kebutuhan untuk perbaikan dalam
    perencanaan, pelaksanaan, dan evaluasi program literasi agar tujuan pengembangan literasi
    dapat tercapai secara efektif.

    The literacy development program is an initiative designed to foster and maintain
    students' reading interest. This literacy development program is tailored and adapted by
    schools based on the School Literacy Movement (GLS) during the development stage. This
    study aims to describe: (1) the planning of the literacy development program, (2) the
    implementation of the literacy development program, and (3) the evaluation of the literacy
    development program in three elementary schools in Tasikmalaya City. This research uses
    a qualitative approach with descriptive methods. The research subjects consisted of school
    principals, teachers responsible for the GLS program, and students in three elementary
    schools in Tasikmalaya City. Data collection techniques included interviews, observations,
    and documentation studies, with data analysis techniques involving data reduction, data
    presentation, and conclusion drawing. The results of this study are: (1) the planning of the
    literacy development program at SDN A and SDN C was well-conducted but lacked
    detailed budgeting, while SDN B did not have well-documented planning, resulting in less
    optimal implementation and supervision; (2) the implementation of the literacy
    development program at SDN A was in accordance with the planning, while at SDN B and
    SDN C, the implementation did not follow the established schedule and required
    improvements in time management; (3) the evaluation of the literacy development program
    in all three schools was not optimal, with SDN A failing to follow up on monthly evaluations
    systematically, and SDN B and SDN C needing to improve their evaluations to ensure
    program effectiveness. This study highlights the need for improvements in the planning,
    implementation, and evaluation of the literacy program to achieve the objectives of literacy
    development effectively.
