Abstract

Judul skripsi ini adalah “Peranan Pasukan Perdamaian United Nation Mission in Sierra Leone (UNAMSIL) dalam Operasi Penjaga Perdamaian tahun 1999-2005.” Penelitian ini membahas secara mendalam peranan UNAMSIL dalam menjaga perdamaian di Sierra Leone selama periode tersebut. Penelitian ini mengangkat beberapa pertanyaan utama: 1) Bagaimana gambaran umum kondisi politik dan sosial Sierra Leone pada saat kedatangan UNAMSIL? 2) Apa saja kiprah UNAMSIL di Sierra Leone pada tahun 1999-2005? 3) Bagaimana situasi dan perkembangan terakhir pada masa penugasan UNAMSIL?. Saat UNAMSIL tiba, situasi politik di Sierra Leone sangat tidak stabil meskipun Perjanjian Damai Lomé telah ditandatangani. Kedatangan tokoh-tokoh seperti Foday Sankoh dan Johnny Paul Koroma memperparah ketegangan antara Front Revolusioner Bersatu (RUF) dan Dewan Revolusioner Angkatan Bersenjata (AFRC), yang menyebabkan kekerasan sporadis. Setelah Perjanjian Lomé, Dewan Keamanan PBB memperluas mandat UNOMSIL melalui Resolusi 1260 pada Agustus 1999 dan mendirikan pasukan perdamaian UNAMSIL pada Oktober 1999. Dengan mandat yang lebih luas, UNAMSIL memainkan peran penting dalam pemulihan politik dan sosial, diantaranya melakukan proses pelucutan senjata (disarmament), demobilisasi, dan reintegrasi, kemudian membantu pemerintah Sierra Leone dalam upaya mengembalikan otoritas negara dan rekonsiliasi nasional. Selain itu, UNAMSIL mendukung pembentukan Komisi Kebenaran dan Rekonsiliasi serta Pengadilan Khusus untuk Sierra Leone. UNAMSIL juga berkontribusi dalam rehabilitasi mantan tentara anak dengan melibatkan UNICEF dan memanfaatkan Radio UNAMSIL sebagai saluran informasi public untuk meningkatkan keterlibatan masyarakat dalam proses perdamaian. Keseluruhan, program-program ini berkontribusi signifikan dalam membangun kembali perdamaian di Sierra Leone dengan menciptakan stabilitas politik dan sosial. The title of this thesis is "The Role of the United Nations Mission in Sierra Leone (UNAMSIL) in Peacekeeping Operations from 1999-2005." This research provides an in-depth analysis of UNAMSIL's role in maintaining peace in Sierra Leone during this period. The study addresses several key questions: 1) What was the overall political and social condition of Sierra Leone at the time of UNAMSIL's arrival? 2) What were UNAMSIL's activities in Sierra Leone from 1999 to 2005? 3) What were the situations and recent developments during UNAMSIL's deployment? When UNAMSIL arrived, the political situation in Sierra Leone was highly unstable despite the signing of the Lomé Peace Agreement. The arrival of figures such as Foday Sankoh and Johnny Paul Koroma exacerbated tensions between the Revolutionary United Front (RUF) and the Armed Forces Revolutionary Council (AFRC), leading to sporadic violence. Following the Lomé Agreement, the UN Security Council extended UNOMSIL's mandate through Resolution 1260 in August 1999 and established the UNAMSIL peacekeeping force in October 1999. With a broader mandate, UNAMSIL played a crucial role in political and social recovery, including disarmament, demobilization, and reintegration processes, and assisting the Sierra Leonean government in restoring state authority and national reconciliation. Additionally, UNAMSIL supported the establishment of the Truth and Reconciliation Commission and the Special Court for Sierra Leone. UNAMSIL also contributed to the rehabilitation of former child soldiers by collaborating with UNICEF and utilizing Radio UNAMSIL as a public information channel to enhance community involvement in the peace process. Overall, these programs significantly contributed to rebuilding peace in Sierra Leone by fostering political and social stability.
