Abstract
ABSTRAK Maidy Pratama Zazali Putra (2105251) “Pengaruh Efektivitas Kepemimpinan terhadap Kinerja Layanan Masyarakat Dimediasi oleh Reward and Punishment pada Pegawai Tingkat Kecamatan Se-Kota Bandung”, di bawah bimbingan Prof. Dr. Dra. Janah Sojanah, M.Si. dan Prof. Dr. Budi Santoso, M.Si. Sumber daya manusia merupakan aset sangat penting yang berperan dalam suatu perusahaan, bahwa perkembangan perusahaan akan dilihat dari kualitas sumber daya manusia dengan fungsi manajerial. Berdasarkan pencapaian realisasi kinerja pegawai tingkat Kecamatan Seksi Pelayanan Se-Kota Bandung belum mencapai optimal. Penelitian ini dilakukan untuk mengetahui pengaruh efektivitas kepemimpinan terhadap kinerja layanan masyarakat dimediasi oleh reward and punishment pada pegawai tingkat Kecamatan Se-Kota Bandung. Penelitian ini menggunakan metode deskriptif dan verifikatif, pengumpulan data dengan penyebaran kuesioner. Populasi penelitian adalah pegawai tingkat Kecamatan Seksi Pelayanan Se-Kota Bandung yang dijadikan sampel sebanyak 90 pegawai. Untuk mengukur besarnya pengaruh efektivitas kepemimpinan terhadap kinerja layanan masyarakat dengan reward and punishment sebagai variabel mediasi, penelitian ini dilakukan melalui analisis model persamaan (Structural Equation Modeling/SEM) dan (Partial Least Square/PLS). Hasil penelitian menunjukan bahwa efektivitas kepemimpinan berada pada kategori baik, reward berada pada kategori baik, punishment pada kategori baik, kinerja berada pada kategori baik, hal ini menunjukan bahwa efektivitas kepemimpinan, reward, punishment dan kinerja dapat dikatakan sebagai hasil kerja yang baik atas pencapaian individual pegawai dalam mengerjakan tugas sesuai tanggung jawab. Efektivitas kepemimpinan berpengaruh positif dan signifikan terhadap reward, efektivitas kepemimpinan berpengaruh positif dan signifikan terhadap punishment, efektivitas kepemimpinan berpengaruh positif dan signifikan terhadap kinerja, reward berpengaruh positif dan signifikan terhadap kinerja, punishment berpengaruh positif dan signifikan terhadap kinerja, efektivitas kepemimpinan berpengaruh positif dan signifikan terhadap kinerja dimediasi reward, efektivitas kepemimpinan berpengaruh positif dan signifikan terhadap kinerja dimediasi punishment. Kata Kunci: Efektivitas Kepemimpinan, Reward, Punishment, Kinerja ABSTRACT Maidy Pratama Zazali Putra (2105251) "The Influence of Leadership Effectiveness on Community Service Performance is Mediated by Reward and Punishment in District Level Employees throughout the City of Bandung", under the guidance of Prof. Dr. Dra. Janah Sojanah, M.Si. and Prof. Dr. Budi Santoso, M.Si. Human resources are a very important asset that plays a role in a company, that company development will be seen from the quality of human resources with managerial functions. Based on the realization of the performance of employees at the sub-district level of the Bandung City Service Section, it has not yet reached optimal. This research was conducted to determine the effect of leadership effectiveness on community service performance mediated by reward and punishment for employees at sub-district level throughout the city of Bandung. This research uses descriptive and verification methods, collecting data by distributing questionnaires. The research population was employees at the sub-district level of the Bandung City Service Section, a sample of 90 employees. To measure the magnitude of the influence of leadership effectiveness on community service performance with reward and punishment as mediating variables, this research was conducted through analysis of equation models (Structural Equation Modeling/SEM) and (Partial Least Square/PLS). The results of the research show that leadership effectiveness is in the good category, rewards are in the good category, punishment is in the good category, performance is in the good category, this shows that leadership effectiveness, reward, punishment and performance can be said to be the result of good work for individual achievement employees in carrying out tasks according to responsibility. Leadership effectiveness has a positive and significant effect on reward, leadership effectiveness has a positive and significant effect on punishment, leadership effectiveness has a positive and significant effect on performance, reward has a positive and significant effect on performance, punishment has a positive and significant effect on performance, leadership effectiveness has a positive and significant effect on performance is mediated by reward, leadership effectiveness has a positive and significant effect on performance mediated by punishment.
