Abstract
Penerapan kebijakan kartu kontrol merupakan program unggulan di SMA Negeri Bernas Binsus Provinsi Riau dalam membentuk civic disposition peserta didik. Kebijakan kartu kontrol menjadi alat dalam membangun karakter peserta didik di sekolah. Penelitian ini bertujuan untuk melihat penerapan kebijakan kartu kontrol di SMA Negeri Bernas Binsus Provinsi Riau, dan melihat kendala dari penerapan kartu kontrol serta upaya penyelesaian kendala penerapan kartu kontrol tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Informan penelitian ini terdiri dari Kepala sekolah, wakil bidang kesiswaan, tim disiplin, guru, dan peserta didik. Teknik penelitian data menggunakan observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa, dengan adanya kartu kontrol sangat berperan dalam membentuk civic disposition meliputi (1) kedisiplinan, mentaati aturan yang berlaku, dan tertib, (2) Tanggung jawab ditunjukan dari fakta yang ditemukan oleh peneliti bahwa mereka harus siap dan menerima sanksi atau hukuman atas perbuatan yang mereka langgar, (3) Kejujuran, sangat berperan dalam mendidik dan membiasakan siswa untuk selalu berkata jujur. Selain itu kartu kontrol dinilai berhasil dalam tujuan civic disposition berdasarkan pendapat Branson. Dari penelitian yang dilakukan menunjukan bahwa beberapa faktor yang menjadi kendala dalam penerapan kebijakan kartu kontrol yaitu meliputi (1) Fasilitas sekolah yang kurang memadai, (2) Faktor Internal, yaitu kurangnya kesadaran pada diri peserta didik, dan faktor eksternal pengaruh dari lingkungan peserta didik tersebut. Sedangkan upaya yang dilakukan sekolah dalam mengatasi kendala tersebut ialah meningkatkatkan kualitas kerjasama guru, meningkatkan kerjasama sekolah dengan orang tua memberi perhatian lebih kepada peserta didik, melakukan pembinaan kepada peserta didik yang melanggar aturan serta pihak sekolah mengupayakan kepada pemerintah terhadap kondisi fasilitas sekolah. Penerapan kartu kontrol di SMA Negeri Bernas Binsus Provinsi Riau dinilai sudah mampu dalam membangun karakter peserta didik. The implementation of the control card policy is a flagship program at SMA Negeri Bernas Binsus, Riau Province, in forming a civic disposition for students. Control card policies become a tool in building the character of students in schools. This study aims to see the implementation of control card policies in SMA Negeri Bernas Binsus, Riau Province, and see the obstacles of implementing control cards and efforts to resolve the obstacles of implementing these control cards. This research uses a qualitative approach with a case study method. The informants of this research consisted of the principal, student affairs representatives, disciplinary teams, teachers, and students. Data research techniques use observation, interviews and documentation. The results of this study show that, with the control card plays a role in forming civic disposition including (1) discipline, obeying applicable rules, and orderly, (2) responsibility is shown from the facts found by researchers that they must be ready and accept sanctions or punishments for actions they violate, (3) honesty, very instrumental in educating and accustoming students to always tell the truth. In addition, the control card was judged successful in the purpose of civic disposition based on Branson's opinion. From the research conducted, it shows that several factors that become obstacles in the implementation of the control card policy include (1) inadequate school facilities, (2) Internal Factors, namely lack of awareness in students, and external factors of influence from the environment of these students. Meanwhile, the efforts made by the school in overcoming these obstacles are to improve the quality of teacher cooperation, increase school cooperation with parents, pay more attention to students, conduct coaching to students who violate the rules, and the school seeks the government on the condition of school facilities. The application of control cards at SMA Negeri Bernas Binsus, Riau Province, is considered capable of building the character of students.
