Abstract

Merujuk pada kondisi saat ini, yaitu terus meningkatnya jumlah penduduk di Jawa Barat setiap tahunnya, serta masih cukup besarnya prosentase masyarakat yang tidak melakukan aktivitas fisik atau olahraga, sehingga berpotensi pada permasalahan yang timbul yaitu hubungan aktivitas fisik atau olahraga dengan kesehatan dan tingkat kebugaran. Salah satu solusi konkrit dari permasalahan tersebut ialah pada tataran penerapan kebijakan yang diterapkan oleh pemerintah dalam lingkup pembinaan dan pengembangan olahraga masyarakat, yang saat ini secara implementasinya belum optimal karena belum menyentuh seluruh aspek yang termaktub pada UU Keolahragaan dan Perda Keolahragaan di Jawa Barat. Maka dari itu, penelitian ini memiliki tujuan untuk menganalisis kebijakan pembinaan dan pengembangan olahraga masyarakat yang diimplementasikan, dengan berfokus pada perspektif historis serta perspektif masa kini yang merupakan dasar dalam memberikan rekomendasi pada model kebijakan masa depan yang lebih baik. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus di Provinsi Jawa Barat yang memiliki jumlah penduduk terbanyak di Indonesia, yang menjadi dasar bahwa Jawa Barat memiliki potensi terbesar di Indonesia untuk menjadi role model dalam perancangan model kebijakan masa depan pada lingkup pembinaan dan pengembangan olahraga masyarakat. Dalam melakukan pengumpulan data, peneliti melakukan teknik wawancara, observasi dan studi dokumentasi. Kemudian data yang dikumpulkan dianalisis dengan dibantu aplikasi NVIVO 12 Plus. Hasil dari penelitian ini ditemukan bahwa dari perspektif historis olahraga masyarakat sudah dilaksanakan dengan semboyannya “mengolahragakan masyarakat dan memasyarakatkan olahraga”. Sedangkan pada masa kini, olahraga masyarakat sudah dilaksanakan sesuai dengan amanah Undang-Undang Keolahragaan, namun memang masih ada beberapa temuan yang belum maksimal. Kemudian terkait dengan model kebijakan masa depan, pembinaan dan pengembangan olahraga masyarakat berfokus pada kepentingan utama yaitu pada masyarakat itu sendiri. Model yang dirancang memiliki kunci penting yaitu “instruksi, kerjasama dan fasilitasi” dari Pemerintah Provinsi hingga ke Pemerintah Kota/Kabupaten untuk diimplementasikan. Kesimpulan dari penelitian ini ialah pembinaan dan pengembangan olahraga masyarakat masih belum optimal, sehingga diperlukan perancangan model kebijakan yang berkemajuan dalam membina dan mengembangkan olahraga masyarakat. Referring to the current conditions, namely the increasing number of people in West Java every year, and a large percentage of people who do not carry out physical activity or sports, there is potential for problems to arise, namely the relationship between physical activity or sports and health and fitness levels. One concrete solution to this problem is at the level of application of policies implemented by the government in the scope of fostering and developing community sports, which are currently not optimally implemented because they have not touched all aspects contained in the Sports Law and Sports Regional Regulations in West Java. Therefore, this study has the objective of analyzing the implemented community sports coaching and development policies, by focusing on historical perspectives as well as present perspectives which are the basis for providing recommendations on better future policy models. This research uses a qualitative approach with a case study design in West Java Province which has the largest population in Indonesia, which forms the basis that West Java has the greatest potential in Indonesia to become a role model in designing future policy models in the scope of fostering and developing community sports. In collecting data, researchers used interview techniques, observation, and documentation studies. Then the data collected was analyzed with the help of the NVIVO 12 Plus application. The results of this study found that from a historical perspective, community sports have been carried out with the motto "exercise the community and promote sports". Meanwhile, nowadays, community sports have been carried out in accordance with the mandate of the Sports Law, however, there are still some findings that have not been maximized. Then related to future policy models, coaching and development of community sports focuses on the main interest, namely on the community itself. The model designed has an important key, namely "instruction, cooperation and facilitation" from the Provincial Government to the City/Regency Government for implementation. The conclusion of this research is that the coaching and development of community sports is still not optimal, so it is necessary to design a progressive policy model for fostering and developing community sports.
