Abstract
Mutu pendidikan pada dasarnya bersumber dari mutu proses pembelajaran, karena dalam proses pembelajaran terdapat pelayanan terhadap siswa sebagai pelanggan utama pendidikan. Proses pembelajaran merupakan kegiatan yang dilakukan sekolah dan berpusat pada kebutuhan siswa, meliputi perencanaan, pelaksanaan, penilaian, dan pengawasan. Segala kegiatan yang berkaitan dengan proses pembelajaran diatur dalam Standar Nasional Pendidikan, khususnya tentang standar proses. Kesesuaian antara layanan pendidikan dengan kebutuhan siswa dan standar proses yang telah ditetapkan merupakan konsep mutu dalam Total Quality Management (TQM). Penelitian ini merupakan penelitian studi kasus, yang bertujuan mendeskripsikan dan menganalisis implementasi standar proses di SMP Negeri 19 Jakarta, ditinjau dari kajian teori dan kebijakan standar proses. Teknik pengumpulan data dilakukan melalui multi sumber yaitu studi dokumen, observasi dan wawancara. Teknik analisis data yang digunakan adalah analisis interaktif Miles-Hubberman. Hasil penelitian menunjukkan bahwa implementasi standar proses di SMP Negeri 19 Jakarta telah sesuai dengan standar proses dan juga telah memperhatikan kebutuhan siswa. Hal yang perlu ditingkatkan adalah pemanfaatan penilaian untuk perbaikan proses pembelajaran oleh guru sebagai salah satu bentuk penjaminan mutu internal, optimalisasi peran pengawas sekolah dalam pengawasan, pelaksanaan diseminasi oleh guru-guru yang mendapat undangan pelatihan, serta melaksanakan pelaporan kegiatan pembelajaran ke lapisan masyarakat yang lebih luas dengan memanfaatkan sarana ICT yang tersedia demi mencapai akuntabilitas dan transparansi. Learning quality is the core of educational quality whereas instructional process happened as a form of services for main customer in education which is student. Instructional process is a range of activities that conducted by school and focused on student needs. Main components of instructional process are planning, implementation, assessment and monitoring. National Educational Standards consist of a series of regulation to organize every activity in school. Process standard, as a part of National Educational Standards, produced to manage instructional process which held by teacher at school. In perspectives of Total Quality Management (TQM), learning quality is confirmed when the instructional processes meet the process standard and student needs. This case study research aims to describe and analyze the implementation of process standard in 19 State Junior High School based on theory and regulation. Data was gain by using some techniques such as documentation study, observation and interview as data collection tools. A Miles-Hubberman analysis interactive technique is applied to analyze the data that had been collected. Research result shows that the implementation of process standard in 19 State Junior High School has running appropriately and put emphasis on student needs. Several things that need to improves are: utilization of students assessment result to improve instructional process by teacher, take full advantage of role of school superintendent, created dissemination program for teacher which invited as a training participant, and generate instructional activities reports through ICT resources for broaden stake holders in society.
