Abstract

ABSTRAK Penelitian ini menganalisis tentang evaluasi penerapan kebijakan Merdeka Belajar Kampus Merdeka di Universitas Pendidikan Indonesia. Penelitian ini bertujuan untuk menganalisis penerapan, keberhasilan dan dampak dari penerapan kebijakan Merdeka Belajar Kampus Merdeka serta menganalisis faktor pendukung dan penghambat penerapan kebijakan Merdeka Belajar Kampus Merdeka di Universitas Pendidikan Indonesia. Penelitian ini dibatasi pada kegiatan Magang dan Studi Independen Bersertifikat (MSIB). Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif yang diperoleh melalui wawancara dengan Penanggung jawab Magang dan Studi Independen (MSIB), Dekan, dan Ketua Program Studi serta mahasiswa yang mengikuti kegiatan MSIB ini dan juga studi dokumentasi. Hasil penelitian menunjukan bahwa dalam pelaksanaan MSIB ini pihak Universitas sudah sesuai dalam hal perencanaan, pelaksanaan, juga proses monitoring evaluasi. Walaupun terdapat beberapa kendala yang dihadapi. Kemudian keberhasilan dan dampak dari penerapan kebijakan ini dapat dikatakan belum sepenuhnya berhasil karena kebijakan yang didapatkan oleh mahasiswa belum merata tetapi tujuan dari kebijakan ini dapat dikatakan sudah tercapai yang dalam hal ini mahasiswa lulus dalam kegiatan MSIB. Kemudian, peneliti pun menemukan faktor yang dapat mendukung serta menghambat keberjalanan kebijakan MBKM ini. Hal-hal seperti ketersediaan sumber daya, arahan yang menjadi kebijakan, motivasi dari para mahasiswa, sosialisasi dan koordinasi yang dilakukan oleh universitas serta mitra yang sudah paham terhadap kebijakan adalah faktor yang dapat mendukung penerapan kebijakan ini. Dan hal-hal seperti inkosistensi arahan, kurangnya pemerataan kebijakan, program yang masih baru, dan sistem yang disediakan belum sepenuhnya siap adalah temuan tentang faktor yang menghambat penerapan kebijakan Merdeka Belajar Kampus Merdeka, khususnya kegiatan Magang dan Studi Independen Bersertifikat. Kata Kunci: Evaluasi, Kebijakan, MSIB ABSTRACT This study analyzes the evaluation of the implementation of the Merdeka Belajar Kampus Merdeka policy at the Universitas Pendidikan Indonesia. This study aims to analyze the application of the Merdeka Belajar Kampus Merdeka policy then to describe the success and impact of the implementation of the Merdeka Belajar Kampus Merdeka policy and analyze the supporting and inhibiting factors for the implementation of the Merdeka Belajar Kampus Merdeka policy at the Universitas Pendidikan Indonesia. This research is limited to Magang dan Studi Independen Bersertifikat (MSIB). The method used is a descriptive method with a qualitative approach obtained through interviews with the Person in Charge of Magang dan Studi Independen Bersertifikat (MSIB), the Dean, and the Head of the Study Program as well as students who take part in this MSIB activity and also documentation studies. The results of the study showed that in the implementation of this MSIB, the University was in accordance in terms of planning, implementation, and evaluation monitoring processes. Although there are some obstacles faced. Then the success and impact of implementing this policy can be said to have not been fully successful because the policies obtained by students have not been evenly distributed but the purpose of this policy can be said to have been achieved, in this case students graduated in MSIB activities. Then, researchers also found factors that can support the running of the policy and factors that will be able to hinder the running of this MBKM policy. things such as the availability of resources, direction that becomes a policy, motivation from students, socialization and coordination carried out by universities and partners who already understand the policy is a factor that can support the implementation of this policy. And things such as inkosistension of directives, lack of equitable distribution of policies, programs that are still new, and the system provided is not fully ready are findings about factors that hinder the implementation of the Merdeka Belajar Kampus Merdeka policy, especially Magang dan Studi Independen Bersertifikat (MSIB).
