    Abstract

    Data anak usia 13-15 tahun di
    SLTP Kota Bandung menunjukkan
    masih banyak yang tingggal kelas dan
    putus sekolah merupakan fenomena
    dari implementasi program wajib belajar
    belum dituntaskan secara maksimal,
    Dalam studi ini sengaja diungkapkan
    peran sekolah swasta tingkat SLTP
    yang dilihat dari partisipasi pihak
    yayasan dan kepala sekolah yang
    diduga selama ini sebagai instrtusi
    alternatif. Benarkah demikian? Fakta
    lapangan memberikan informasi bahwa
    sekolah swasta yang melengkapi diri
    dengan berbagai fasilitas, tenaga
    kependidikan profesional serta menyediakan
    dana pendidikan yang memadai
    sesuai kebutuhan sekolah ternyata
    menjadi sasaran utama orang tua
    dalam memilih sekolah bagi anakanaknya.
    Kendati demikian dari hasil
    analisis yang dilakukan terhadap
    partisipasi pihak yayasan dan kepala
    SLTP Swasta dapat disimpulkan belum
    efektif, dengan alasan bahwa kadar in
    tervensi pihak yayasan tertentu dengan
    alasan bahwa kadar intervensi pihak ya
    yasan terialu tinggi hingga menembus batas otonomi sekolah seperti kewenanaan

    The data of children aged 13-15 years in
    Bandung private junior high schools showed
    that many have been of studens "drop out and
    students repeat of the same class" a
    phenomenon which should have not happened
    The study conducted revealed the roles of
    private junior hight schools, in term of the
    paticipation of the educational foundations and
    the school principals, as the alternative
    educational institutions. Is that so? The facts
    from the field have revealed that private schools
    equipping themselves with facilities, profe
    ssional educational human resources and the
    provision of educational fund budgeted as
    needed for the school operations have turned
    out to be the main target of the parents in
    choosingthe schools for their chilren.
    However, the analysis on the partici
    pation of the management and executors of
    private junior high schools concluded as not yet
    efeffective. The reason for this conclusion is
    the fact that the degree of the intervention of
    the foundation party has been so high that is
    was beyond the school autonomy such as the
    teaching authority and the decision on the
    teaching materials or the intervention on the
    principal managerial activities.
    The research is a case study it is recom
    mended that given schools authonomy and
    minimizing the intervention with the "schoolbased
    management" (MBS).
