Abstract
Judul tesis ini adalah " Pengelolaan Sekolah dalam Menunjang Keberadaan Siswa Tunarungu Di Sekolah Reguler Menuju Sekolah Inklusif (Studi Kasus Terhadap Pengelolaan Sekolah di SD "A" dan SD "B" di Kota Bandung dan Kota Cimahi, Tahun 2005) Judul ini dilatarbelakangi oleh penerimaan siswa tunarungu di SD "A" dan SD "B" sehingga mempunyai konsekwensi pada sekolah tersebut dalam melaksanakan pengelolaan sekolah yang meliputi perencanaan, pengorganisasian, pengarahan dan pengawasan dalam aspek kurikulum, kesiswaan, tenaga kependidikan, sarana prasarana, hubungan sekolah dengan masyarakat dan layanan khusus yang disesuaikan dengan kebutuhan siswa tunarungu. Penelitian ini bertujuan mengetahui gambaran tentang pengelolaan sekolah dalam menunjang keberadaan siswa tunarungu di SD "A" dan SD "B". Fokus penelitiannya adalah: Bagaimana pihak sekolah dalam melaksanakan pengelolaan yang menunjang keberadaan siswa tunarungu? Secara rinci dapat dijabarkan dalam pertanyaan penelitian sebagai berikut: (1) bagaimana pihak sekolah melakukan perencanaan; (2) bagaimana pihak sekolah melakukan pengorganisasian; (3) bagaimana pihak sekolah dalam melakukan pengarahan; (4) bagaimana pihak sekolah melakukan pengawasan dalam bidang kurikulum, kesiswaan, tenaga kependidikan, sarana prasarana, hubungan sekolah dengan masyarakat, dan layanan khusus yang menunjang keberadaan siswa tunarungu?. Penelitian ini menggunakan pendekatan kualitatif dengan strategi studi kasus multi kasus. Untuk memperoleh data yang akurat, peneliti menggunakan teknik pengumpulan data wawancara, observasi dan studi dokumentasi. Hasil penelitian menunjukkan bahwa SD "A" dan SD "B" telah melakukan perencanaan dalam aspek tenaga kependidikan, pengorganisasian dalam aspek kurikulum, tenaga kependidikan, dan hubungan masyarakat, melakukan pengarahan dan pengawasan melalui komunikasi informal yang menunjang keberadaan siswa tunarungu. SD "A" dan SD "B" belum melakukan perencanaan dalam bidang kurikulum, kesiswaan, sarana prasarana, humas, dan layanan khusus, belum melakukan perngorganisasian dalam bidang kesiswaan, sarana prasarana, dan layanan khusus. Hasil penelitian ini berimplikasi pada perlunya penyusunan perencanaan dalam aspek kurikulum, kesiswaan, sarana prasarana, hubungan sekolah dengan masyarakat, dan layanan khusus. Selain itu perlunya pengorganisasian dalam bidang sarana prasarana, kesiswaan,layanan khusus dan perlunya pengarahan serta pengawasan secara formal dan berkesinambungan. Dengan demikian hasil penelitian ini dapat direkomendasikan kepada peningkatan dan pembinaan kepala sekolah dan guru kelas siswa tunarungu dalam: (1) menyusun perencanaan kurikulum, kesiswaan, sarana prasarana, humas, layanan khusus; (2) membentuk pengorganisasian dalam kesiswaan, sarana prasarana, dan layanan khusus; (3) pengarahan secara formal dan berkesinambungan; (4) pengawasan yang formal dan berkesinambungan sehingga dapat menunjang keberadaan siswa tunarungu. ----- The title of this thesis is " School Management to Support Student With Hearing Impairment Existence in Regular School Toward Inclusive School" (Case Study of School Management at Elementary School of A and B in Bandung and Cimahi, 2005) The title background is student with hearing impairment acceptance in elementary of A and B, so that schools have consequences in implementing school management, that includes planning, organizing, directing, and controlling in curriculum aspect, student aspect, staff education aspect, equipment aspect, public relation aspect, special service aspect to adapt with special needs of student with hearing impairment. The objective of the research is to describe about school management to support student with hearing impairment existence at elementary of A dan B. The research focused on " How does the school implement management support of student with impairment existence?" Research quetion are: 1) How does the school planning in curriculum, student, staff education, equipment, public relation, special service to support student with hearing impairment existence?; 2) How does the school organize in curriculum, student, staff education, equipment, public relation, special service to support student with hearing impairment existence?; 3) How does the school direct in curriculum, student, staff education, equipment, public relation, special service to support student with hearing impairment existence?; 4) How does the school controll in curriculum, student, staff education, equipment, public relation, special service to support student with hearing impairment existence?. This research used qualitative approach, multycase study strategy. Researcher used interview, observation, and documentary study to get accurate data. The result of research indicate that elementary school ofA and B planned in staff education aspect, organized curriculum aspect, staff education aspect, public relation aspect, directed and controlled through informal communication to support student with hearing impairment existence. The elementary school ofA and B has not planning yet in curriculum, student, equipment, and special service. This research implicated to the necessity of making plan of curriculum, equipment, public relation, and special service. Besides that the school have to organized student, equipment, special service and the necessity of formal and continues directing and controlling. Thus the results of this research can recommend by improvement and instruction for headmaster and teacher who have student with heraing impairment in class; (1) curriculum plan, student, equipment, public relation, and special service; (2) organize student, equipment, public relation, and special service; (3) formal and continuous direction; (4) formal and continuous controlling that support student with hearing impairment existence.
