Abstract

Penelitian ini berlandaskan pada Undang-undang Nomor 3 tahun 2005 tentang Sistem Keolahragaan Nasional. Tujuan dari penelitian ini adalah untuk mengetahui implementasi Peraturan Daerah Kabupaten Sumedang Nomor 4 Tahun 2021 tentang Penyelenggaraan Keolahragaan pada ruang lingkup olahraga pendidikan, olahraga prestasi dan olahraga rekreasi terkait sarana dan sumber daya manusia. Penelitian dilakukan dengan metode kualitatif pendekatan fenomenologi, dimana data wawancara semi terstruktur dikumpulkan dari informan, seperti data dari observasi secara langsung terhadap informan dan studi dokumentasi. Validitas data dilanjutkan menggunakan triangulasi. Hasil penelitian ini menunjukkan bahwa implementasi PERDA Kabupaten Sumedang Nomor 4 tahun 2021 tentang Penyelenggaraan Keolahragaan secara keseluruhan telah diterapkan sesuai dengan indikator-indikatornya. Namun dalam praktiknya pada ruang lingkup Olahraga Pendidikan, olahraga Prestasi, dan olahraga Rekreasi masih banyak yang harus ditingkatkan baik dalam penyediaan sarana prasarana maupun pengembangan sumber daya manusianya. This research is based on Law No. 3 of 2005 concerning the National Sports System. The purpose of this study was to determine the implementation of the Sumedang Regency Regional Regulation Number 4 of 2021 concerning the Implementation of Sports in the scope of educational sports, achievement sports and recreational sports related to human resources and facilities. The research was conducted using a qualitative method with a phenomenological approach, where semi-structured interview data were collected from informants, such as data from direct observations of informants and documentation studies. Data validity continued using triangulation. The results of this study indicate that the implementation of the Sumedang Regency Regional Regulation Number 4 of 2021 concerning the Implementation of Sports as a whole has been implemented according to the indicators. However, in practice, in the scope of Educational Sports, Achievement sports, and Recreational sports, there are still many things that need to be improved both in terms of providing infrastructure and developing human resources.
