Abstract

ABSTRAK Penelitian ini bertujuan untuk mengindetifikasi masalah, solusi, dan strategi yang menghambat pemanfaatan CWLS sebagai instrumen pengadaan fasilitas kesehatan di Indonesia yang dilihat dari dimensi wakif, promosi, pemerintah, regulasi, dan nadzir. Adapun teknik analisis data yang digunakan adalah Analytic Network Process (ANP), dengan menggunakan tujuh responden para ahli yang berasal dari kalangan akademisi, regulator, dan praktisi. Hasil penelitian ini menunjukkan bahwa prioritas masalah dan solusi secara umum dalam pemanfaatan instrumen CWLS untuk pengadaan fasilitas kesehatan di Indonesia adalah dimensi promosi. Hal ini mengingat bahwa promosi merupakan salah satu sarana berkomunikasi kepada masyarakat mengenai instrumen CWLS. Oleh karena itu, adanya kegiatan promosi dapat meminimalisir masyarakat yang kurang bahkan tidak mengetahui instrumen CWLS. Adapun prioritas strategi secara keseluruhan adalah adanya pelaksanaan kelas literasi wakaf oleh Kementerian Agama dan Badan Wakaf Indonesia kepada masyarakat. Literasi menjadi komponen penting dalam mempengaruhi seseorang untuk berwakaf. Dengan demikian, adanya strategi tersebut diharapkan masyarakat akan mengetahui instrumen CWLS. Penelitian ini diharapkan dapat memberikan manfaat bagi para stakeholder instrumen CWLS untuk mengevaluasi strategi-strategi yang telah dilakukan sebelumnya agar kedepannya pemanfaatan instrumen CWLS di bidang kesehatan lebih optimal, sehingga peran wakaf dalam pembangunan ekonomi dapat tercapai. ABSTRACT This study aims to identify problems, solutions, and strategy that hinder the use of CWLS as an instrument for procuring health facilities in Indonesia in terms of wakif, promotion, government, regulation, and nadzir dimensions. The data analysis technique used is the Analytic Network Process (ANP), with seven respondents were experts from academics, regulators, and practitioners. The result of this study showed that the promotion dimension is the priority of problems and solutions in the CWLS instrument use for the procurement of health facilities in Indonesia. Considering that promotion is one of communication tools to the public about the CWLS instrument. Thus, the existence of promotion activities can minimize people who do not know about the CWLS instrument. The strategy priority as a whole is the implementation of waqf literacy classes by The Ministry Religion and The Indonesian Waqf Board to the community. Literacy is an important component to influence someone to do waqf. Thus, this strategy is hoped that the public will know about the CWLS instrument. This study indicates that the priority of problems and solutions in general in the use of the CWLS instrument for the procurement of health facilities in Indonesia is the promotion dimension. This research is expected to benefit stakeholders of the CWLS instrument to evaluate the strategies that have been carried out previously so that in the future, the use of the CWLS instrument in the health sector is more optimal, and waqf can take the role in economic development.
