Abstract

Permasalahan mengenai ketersediaan fasilitas umum yang ramah difabel kerap dipandang sebelah mata, salah satunya di jalur Pedestrian Malioboro Yogyakarta. Sebenarnya fasilitas umum ramah difabel sudah tersedia yakni jalur guiding block yang ditujukan untuk tunanetra. Akan tetapi, keberadaan jalur guiding block ini dinilai tidak berfungsi maksimal dan terjadinya alih fungsi penggunaan. Tujuan dilakukannya penelitian ini yakni untuk menganalisis aksesibilitas penggunaan jalur guiding block dan menganalisis kondisi guiding block berdasarkan hasil pemetaan sebagai pertimbangan dalam rencana revitalisasi sesuai dengan persyaratan teknis Peraturan Menteri Pekerjaan Umum Nomor 30/PRT/M/2006. Penelitian dilakukan dengan metode survei pemetaan wilayah. Hasil menunjukkan bahwa responden belum merasakan keramahan, kenyamanan dan keamanan ketika melintasi jalur guiding block. Hal ini dikarenakan banyaknya ubin yang rusak dan tidak layak pakai. Persentase ubin pengarah dalam kategori baik pada pedestrian sisi barat sebesar 47%, kategori cukup sebesar 23%, dan kategori buruk sebesar 30%, sedangkan persentase ubin peringatan sebesar 44% untuk ubin kategori baik, 33% untuk kategori cukup dan 24% untuk kategori buruk. Pada pedestrian sisi timur, persentase ubin pengarah dalam kategori baik sebesar 40%, kategori cukup sebesar 33% dan kategori buruk sebesar 27%, sedangkan persentase ubin peringatan sebesar 45% untuk ubin kategori baik, 40% untuk kategori cukup dan 15% untuk kategori buruk. Pemetaan rencana revitalisasi jalur guiding block difokuskan pada kategori ubin cukup baik dan buruk. Terdapat 14 titik lokasi segmen yang sebaiknya dilakukan perbaikan ubin. Dalam menyusun perencanaan revitalisasi menyesuaikan dengan persyaratan dan aturan yang tertulis pada Peraturan Menteri Pekerjaan Umum No 30/PRT/M/2006. Problems regarding the availability of disabled-friendly public facilities are often underestimated, one of which is the Malioboro Yogyakarta Pedestrian route. Actually, disabled-friendly public facilities are already available, namely the guiding block path which is intended for the visually impaired. However, the existence of this guiding block path is considered not to function optimally and there is a transfer of use. The purpose of this research is to analyze the accessibility of the use of guiding block paths and analyze the conditions of guiding blocks based on the mapping results as a consideration in the revitalization plan in accordance with the technical requirements of the Minister of Public Works Regulation Number 30/PRT/M/2006. The research was conducted using a mapping survey method. The results show that respondents have not felt friendliness, comfort and security when crossing the guiding block path. This is because many tiles are damaged and unfit for use. The percentage of guide tiles in the good category on the west side of the pedestrian is 47%, the sufficient category is 23%, and the bad category is 30%, while the percentage of warning tiles is 44% for the good category tiles, 33% for the sufficient category and 24% for the bad category. On the east side of the pedestrian, the percentage of guiding tiles in the good category is 40%, the sufficient category is 33% and the bad category is 27%, while the percentage of warning tiles is 45% for the good category tiles, 40% for the sufficient category and 15% for the bad category. The mapping of the revitalization plan for the guiding block path is focused on the category of good and bad tiles. There are 14 segmens where the tiles should be repaired. In preparing the revitalization plan, it must comply with the requirements and rules written in the Regulation of the Minister of Public Works No. 30/PRT/M/2006.
