Abstract

Penelitian ini bertujuan untuk memperoleh gambaran secara menyeluruh proses implementasi kebijakan work from home pada kinerja pegawai, menganalisa pemahaman implementasi kebijakan work from homebagi pegawai, menganalisa dampak implementasi kebijakan work from home pada kinerja pegawai serta menguraikan apa saja yang menjadi potensi pendukung keberhasilan dan penghambat kebijakan work from home pada kinerja pegawai di lingkungan Direktorat Pendidikan Universitas Pendidikan Indonesia. Penelitian ini menggunakan kombinasi (mix research) dengan model Sequel Explanatory Design, yaitu pada tahap awal pengumpulan data menggunakan metode kuantitatif dengan jumlah responden sebanyak 30 orang pegawai tenaga kependidikan, kemudian dilanjutkan metode kualitatif dengan teknik pengumpulan data berupa wawancara, observasi dan studi dokumentasi. Hasil penelitian mengemukakan bahwa 1) proses implementasi kebijakan work from home di lingkungan Direktorat Pendidikan berada pada tingkat cukup efektif; 2) implementasi kebijakan work from home di lingkungan Direktorat Pendidikan berada pada tingkat cukup baik; 3) kondisi kinerja pegwai di lingkungan Direktorat Pendidikan berada pada tingkat cukup baik; 4) Belum semua pegawai memahami secara baik tentang penerapan kebijakan work from home; 5) implementasi kebijakan work from home membawa dampak positif dan negatif pada kinerja pegawai, dampak positf terlihat dari adanya pergeseran budaya birokrasi dari gaya lama menjadi digitalisasi dalam pelayanan. Dampak negatifnya digitalisasi pelayanan tersebut belum semuanya didukung oleh kemampuan dari pegawai; 6) potensi pendukung keberhasilan dari implementasi work from home ini adalah adanya nilai-nilai kepe kepercayaan dan tanggung jawab akan pekerjaan, kemudian faktor penghambat implementasi kebijakan work from home adalah ketiadaan kerjasama antara pegawai juga pola fikir tentang bagaimana memahami tentang suatu kebijakan yang diberlakukan. Secara garis besar dapat disimpulkan dari penelitian yang dilakukan bahwasannya penerapan kebijakan work from home yang baik bergantung bagaimana pelaksana kebijakan dapat mengelola komunikasi, sumber daya, sikap penerima dari kebijakan dan birokrasi dengan baik. Implementasi kebijakan yang baik akan berbanding lurus dengan kinerja organisasi, sebaliknya jika penerapan kebijakan tidak dapat dilaksanakan dengan baik maka kinerja organisasi tidak dapat terwujud secara optimal. This study aims to obtain a comprehensive picture of the work from home policy implementation process on employee performance, analyze the understanding of the implementation of work from home policies for employees, analyze the impact of implementing work from home policies on employee performance and describe what are the potential supporters of success and obstacles to the policy. work from home on employee performance within the Directorate of Education, University of Indonesia Education. This study uses a combination ( mix research) with the Sequel Explanatory Design model, namely in the early stages of collecting data using quantitative methods with a number of respondents as many as 30 education staff, then followed by qualitative methods with data collection techniques in the form of interviews, observations and documentation studies. The results of the study indicate that 1) the process of implementing work from home policies in the Directorate of Education is at a fairly effective level; 2) the implementation of the work from home policy within the Directorate of Education is at a fairly good level; 3) the condition of employee performance within the Directorate of Education is at a fairly good level; 4) Not all employees understand well about the implementation of the work from home policy ; 5) the implementation of the work from home policy brings positive and negative impacts on employee performance, the positive impact can be seen from the shift in bureaucratic culture from the old style to digitalization in services. The negative impact of digitizing these services has not been fully supported by the capabilities of the employees; 6) the potential for supporting the success of implementing work from home is the value of trust and responsibility for work, then the inhibiting factor for implementing work from home policies is the lack of cooperation between employees and the mindset of how to understand a policy that is being implemented. Generally, it can be concluded from the research conducted that the implementation of a good work from home policy depends on how the policy implementer can manage communication, resources, the attitude of the recipient of the policy and the bureaucracy well. The implementation of a good policy will be directly proportional to the performance of the organization, on the other hand if the implementation of the policy cannot be implemented properly then the performance of the organization cannot be realized optimally.
