Abstract
Kebri Kein Moudy pajung. Desain Sistem Informasi Pelatihan Guru Sekolah Menengah Kejuruan dengan menerapkan Triple Helix Model dalam upaya pengembangan kompetensi Profesional Guru. Penelitian ini dilatarbelakangi oleh kurangnya kegiatan pelatihan bagi sejumlah guru SMK di Kota Bitung. Keadaan ini disebabkan oleh kebutuhan akan informasi pelatihan yang tidak memadai. Di samping itu tidak terdapat fasilitas informasi pelatihan yang disediakan oleh pemerintah daerah dan hubungan kerjasama dengan pihak industri khususnya dalam program pelatihan guru belum terjalin dengan baik. Oleh karena itu, penelitian ini dilakukan untuk menemukan desain sistem informasi mengenai pendidikan dan pelatihan sebagai upaya untuk mengembangkan kompetensi guru professional dengan menerapkan Tripel Helix Model. Karakteristik Tripel Helix Model adalah integrasi tiga elemen penting untuk membangun suatu inovasi. Penelitian ini menggunakan metode kuantitatif dan kualitatif dengan pendekatan perencanaan sistem informasi yang diadaptasi dari Design Science Research Method (DSRM). Sumber data penelitian ini diperoleh dari guru SMK di Sulawesi Utara yang mencakup tujuh Kabupaten/Kota. Penelitian ini dilakukan dalan tiga tahapan yakni Tahapan penelitian pendahuluan, tahapan desain sistem informasi, dan tahapan uji pengguna desain Sistem Informasi Pelatihan Guru Sekolah Menengah Kejuruan (SIPGSMK). Hasil penelitian pendahuluan menunjukkan bahwa tidak terdapat fasilitas sistem informasi pelatihan guru SMK di sekolah, pemerintah kota/kabupaten, dan pemerintah provinsi. Hasil penelitian terhadap penerapan SIPGSMK dengan menerapkan Triple Helix Model menunjukkan bahwa terdapat tiga pihak pendukung yang saling berkolaborasi, yakni: manajemen sekolah, dinas pendidikan, dan industri bersama mitra. Setiap pihak diberikan hak akses dalam layanan sistem informasi pelatihan guru. Berdasarkan data hasil uji coba kepada pengguna diperoleh hasil bahwa sistem ini dapat dioperasikan dengan total nilai sebesar 88,4 dengan kategori sangat layak. Kelayakan tersebut dapat dilihat dari kewenangan guru dalam memperoleh informasi yang cepat mengenai program pelatihan. Di samping itu sistem ini bisa menjadi forum komunikasi mengenai program pelatihan guru SMK. Kesimpulan dari hasil penelitian ini adalah bahwa penggunaan triple helix model dalam sistem informasi pelatihan guru memberikan dampak dalam hal dukungan bersama sebagai upaya pengembangan kompetensi guru. Dukungan tersebut dapat memberikan kemudahan bagi guru dalam mengakses program-program pelatihan guru, dan mengakses informasi mengenai perkembangan ilmu pengetahuan dan teknologi dari industri dan mitra. ABSTRACT Kebri Kein Moudy Pajung. Teachers training information system design of Vocational High School by applying Triple Helix Model to develop Teachers Professional Competence. The background of this study was the lack of training programs for some Vocational High School teachers in Bitung. This condition was caused by the need for information about training that was not sufficient for them. Besides, there is no facilitation for training information provided by the government, and the relationship with the industrial part especially in teachers training was not going well. Therefore, this study is needed to find out an information system design for education and training as an effort to develop competencies of professional teachers by applying the Triple Helix Model. Triple Helix Model was characterized by three important integrated elements that build an innovation. This study used quantitative and qualitative methods, and an information system planning approach which adapted from Design Science Research Method (DSRM). The data sources were derived from Vocational High School teachers in North Sulawesi which involved districts/cities, and through three steps, i.e., preliminary research, information system design and then test to the user of training information system design of Vocational High School. The preliminary research results showed that there was no facility of training information system for Vocational High School teachers in schools, districts/cities, and provinces. The result of this study which applied the Triple Helix Model in the training information system for Vocational High School teachers showed that three were supporting parties collaborated, i.e. School Management, The Education Department, and Industry and partners. Based on the try-out data from the users, revealed that this system is so worth being operated by a total point of 88.4. The worthiness was indicated by the authority of a teacher to get information about training programs quickly. Besides that, this system could be a communication form about training programs for Vocational High School teachers. The conclusion is that the use of the Triple Helix Model in the training information system for teachers training provides an impact by giving support as an effort to develop the competencies teachers. That support will give conveniences for them to access the teacher training programs, and to access information on the development of knowledge and technology in industry and partners.
