Abstract

Dalam kondisi dana pembangunan yang sangat terbatas dan sekolah dihadapkan pada kebutuhan yang beragam, sekolah harus mampu mengelola dana mulai dari perencanaan, penganggaran, pelaksanaan, penggunaan dan pertanggungjawaban, pengawasan serta pelaporan. Penelitian ini mengkaji secara mendalam manajemen pembiayaan pembangunan fasilitas pendidikan di sekolah dasar secara terpadu, komprehensif, interkonektif dan komparatif dari dua dana bantuan pemerintah sehingga menghasilkan sebuah model manajemen pembiayaan pembangunan fasilitas pendidikan yang bisa memperbaiki berbagai kesulitan dan masalah praktis yang terjadi di lapangan secara ilmiah. Penelitian ini menggunakan metode kualitatif. Pengumpulan data dilakukan dengan menggunakan instrumen pedoman kaji dokumen, pedoman wawancara dan pedoman observasi. Wawancara dilakukan terhadap Kepala Bidang SD, Kepala Seksi Sarana dan Prasarana SD, kepala sekolah, ketua P2S, bendahara, tenaga teknis dan komite sekolah. Temuan penelitian menunjukkan masih kurangnya dana pembangunan fasilitas pendidikan, koleksi buku perpustakaan yang diterima kurang sesuai dengan kebutuhan sekolah, sekolah kesulitan membuat Rencana Anggaran Biaya (RAB) dan gambar perencanaan, terjadi permasalahan dalam pelaksanaan pembangunan melalui metode swakelola, bendahara tidak memiliki keterampilan manajerial keuangan, kurangnya sumber daya manusia dalam pemeliharaan fasilitas pendidikan yang bersifat pengecekan dan pencegahan, serta kurangnya pemahaman atas peraturan perundangan-undangan yang berlaku dalam mengelola aset milik negara/daerah. Peneliti menyimpulkan bahwa manajemen pembiayaan pembangunan fasilitas pendidikan di sekolah dasar dikelola dengan baik mulai dari perencanaan, penganggaran, pelaksanaan, penggunaan dan pertanggungjawaban, pengawasan serta pelaporan meskipun ada hal-hal yang harus disempurnakan. Peneliti merekomendasikan sekolah dapat mengupayakan dana dari sumber lain, gerakan literasi di sekolah, pendampingan dari pengawas, pembangunan fasilitas pendidikan secara kontraktual, peningkatan kompetensi bendahara, dan membangun budaya sekolah (school culture). ; The limited funds and various needs encourage the school to be able to manage funds independently through planning, budgeting, implementing, using and taking accountability, monitoring, and reporting. This study examined the financing management on the development of education facilities at primary schools from two government funds in an integrated, comprehensive, interconnective, and comparative manner. It is expected to generate the funding management model that can solve the practical problems. The qualitative method was performed. Data collection was carried out using document review instruments, interviews, and observations. Particularly, the Head of the primary school department, the Head of facilities and infrastructure section of primary school, the Head of the development committee in the education unit, the school principals, treasurers, and committees were interviewed. The results reveal that government funds are not sufficient to meet the needs of educational facilities. The books granted by government is not appropriate with students’ need. In addition, schools have difficulty in compiling budget estimate plans (RAB) and managing construction through self-management methods. Furthermore, a lack of financial managerial skills of treasurers and a lack of human resources in maintaining education facilities as well as the lack of understanding of the applicable laws and regulations in managing state/regional asset were reported. The researcher concludes that managing the development of educational facilities at primary school through planning, budgeting implementing, using and taking accountability, monitoring, and reporting have been well conducted although some issues need be solved. The researcher recommended that schools for seeking the funds from other sources, improving management literacy, mentoring from supervisors, constructing the contractual educational facilities, improving the competence of treasurers, and building school culture
