Abstract
Information is one of the fundamental needs in a person's life, and everyone has the right to be able to meet those needs. However, for someone with seriousness, getting information through communication media can be a challenge in itself. The impact of deafness causes owners to experience obstacles to get information through audio visual media, but currently YouTube as one part of online media that shares content in the form of audio visual, has a Subtitle / CC function to support the accessibility of information media for deaf users. Therefore, the purpose of this research is to find out how the effectiveness of Subtitle / CC on YouTube online media is reviewed from the increased understanding of information in the DPC GERKATIN West Bandung community. With this intention, research is carried out with a quantitative approach with two methods, namely the method of experimentation with the design of Pre-Experimental Design with the type of Intact-Group Comparison, and the second method is descriptive method with the type of survai. The study was conducted on 40 respondents using questionnaire data collection techniques and multiple choice tests and was conducted online using google form. The average multiple choice test result showed a negationable increase of 50.97%, and the questionnaire results showed effectiveness at an 85% or very effective rate. In conclusion, the use of subtitle / CC feature when watching videos on youTube online media can increase the understanding of information about the content of the video quite significantly in deaf users. Subtitle /CC feature provides assistance to the deaf to complete the information obtained visually from the video and connect it with the information they already have so that the understanding of the content of the video will be obtained more fully and thoroughly.
