Abstract

Penelitian ini dilatarbelakangi oleh isu digital gobal dan trens perkembangan teknologi untuk menguasai kompetensi Abad XXI berbasis konsep Organization for Economic Co-Operation and Development (OECD). Mahasiswa sebagai sumber daya unggul terdidik, semestinya menjadi pelopor atas penguasaan kompetensi ini, agar dapat bersaing dan bertahan dalam kehidupan di era digital global yang penuh tantangan. Tujuan penelitian ini adalah mengembangkan program bimbingan dan konseling yang mampu membantu mahasiswa menguasai kompetensi Abad XXI, yang sesuai rumusan masalah: Program Bimbingan dan Konseling Komprehensif seperti apa yang dapat mengembangkan kompetensi mahasiswa Abad XXI dengan berdasarkan pada hasil evaluasi program, analisis SWOT, systemayic literature review serta judgement pakar dan praktisi lapangan. Tujuan penelitian untuk menghasilkan program bimbingan dan konseling komprehensif yang bermutu. Penelitian dilakukan dengan menggunakan pendekatan penelitian dan pengembangan (Research and Development) didukung metode survey tentang program bimbingan dan konseling pada institusi pendidikan tinggi terakreditasi A di Bandung. Data diungkap dengan studi dokumentasi dan dianalisis secara kuantitatif maupun kualitatif. Hasil penelitian adalah diperoleh Program Bimbingan dan Konseling Komprehensif yang fisibel digunakan untuk mengembangkan kompetensi mahasiswa Abad XXI, yang disusun dalam 13 aspek program dengan konten kompetensi Abad XXI terdiri atas 3 dimensi, 12 kompetensi, dan 60 sub-kompetensi. Disusun pula rencana operasional (action plan) untuk satu tahun akademik bagi semua mahasiswa setiap angkatan pada setiap semester, dari mulai sebagai mahasiswa baru sampai selesai studi diwisuda. This research is based on global digital issues and technological development trends to master 21st Century competencies based on the Organization for Economic Co-Operation and Development (OECD) concept. Students, as prime educated resources, should be the pioneers in mastering these competencies in order to compete and survive in life of a challenging global digital era. The purpose of this research is to develop a guidance and counseling program that is able to help students master the competencies of the 21st Century, which is corresponding the problem formulation: What kind of Comprehensive Guidance and Counseling Program can develop the competencies of 21st Century students based on the results of program evaluation, SWOT analysis, systematic literature review as well as expert judgment and field practitioners. The research objective is to formulate a comprehensive quality guidance and counseling program. The study is conducted with research and development approach and supported by a survey method on the guidance and counseling program at an A-accredited college institution in Bandung. The data is collected by documentation study and analyzed both quantitatively and qualitatively. The result of the research is that the Comprehensive Guidance and Counseling Program is feasible to be used to develop the competencies of 21st Century students, which is organized into 13 program aspects with 21st Century competency content consisting of 3 dimensions, 12 competencies, and 60 sub-competencies. An operational plan (action plan) for one academic year is also prepared for all students of each batch in each semester, starting as new students until they finish their studies at graduation.
