Abstract

Pengembangan pegawai merupakan aspek penting dalam suatu organisasi. Pengembangan pegawai bertujuan untuk dapat menjaga kualitas sumber daya manusia yang dimiliki. Salah satu upaya melaksanakan pengembangan pegawai adalah dengan proses pendidikan dan pelatihan maupun non pendidikan dan pelatihan yang bertujuan untuk meningkatkan pengabdian, mutu, keahlian, kemampuan, dan keterampilan dalam rangka peningkatan karier pegawai. Salah satu upaya BBPK Ciloto untuk pengembangan pegawai adalah dengan melaksanakan kegiatan learning organization. Learning organization adalah suatu konsep yang memberikan kesempatan dan mendorong setiap individu untuk terus belajar sepanjang hayatnya. Adapun tujuan dari penelitian ini adalah 1) untuk dapat memperoleh gambaran mengenai karakateristik Lembaga sebagai organisasi pembelajar, 2) untuk dapat mengetahui bagaimana implementasi learning organization di BBPK Ciloto dan 3) untuk dapat mengetahui faktor pendukung serta penghambat dari kegiatan learning organization tersebut. Landasarn teori dalam penelitian ini menggunakan konsep learning organization yang dikemukakan oleh Peter Senge. Metode yang digunakan dalam penelitian ini yaitu metode deskriptif dengan pendekatan kualitatif, Teknik pengambilan data menggunakan teknik wawancara, observasi dan studi dokumentasi. Subjek penelitian berjumlah enam orang yakni satu orang kepala balai, dan lima orang pegawai yang menjadi peserta kegiatan learning organization. Berdasarkan hasil temuan menunjukan bahwa; 1) BBPK Ciloto memiliki empat karakteristik yang ada pada organisasi pembelajar 2) implementasi learning organization didasari pada fungsi manajemen serta karakteristik dari pembelajar learning organization, 3) faktor pendukungnya yaitu proses pembelajaran pada learning organization bersifat dinamis dan terdapat dukungan dari BPPSDMK, faktor penghambatnya yaitu waktu kegiatan learning organization yang sering berbentrokan dengan pekerjaan pegawai, serta perlunya inovasi pada program kelompok yang ada. Employee development is an important aspect in an organization. Employee development aims to maintain the quality of human resources owned by the organization. One of the efforts to carry out employee development is through the process of education and training as well as non-education and training, which aims to improve service, quality, expertise, and skills to improve the employees’ careers. One of the efforts made by BBPK Ciloto for employee development is to carry out learning organization activity. Learning organization activity is a concept that provides opportunity and encourages each individual to keep learning throughout his or her life. The purpose of this study is 1) to obtain an overview of the characteristic of an institution as the learning organization, 2) to obtain the implementation of learning organization activity in BBPK Ciloto, and 3) to figure out the supporting and inhibiting factors of the learning organization activity. This study uses the concept of learning organization by Peter Senge. This study uses descriptive method with qualitative approach. The data collection techniques used in this study are interview, observation and documentation study. The research subjects of this study are the head of the training center and five employees who were participated in the learning organization activity. The findings show that; 1) BBPK Ciloto has four characteristics of the learning organization, 2) the implementation of the learning organization activity is based on the management function and the characteristics of the learners, 3) the supporting factors are the dynamic learning process in the learning organization activity and the support from BPPSDMK, while the inhibiting factors are the schedule of the learning organization activity which often do not match with the working schedule of the employees, as well as the need for innovation in the existing group programs.
