Abstract

Penelitian ini bertujuan untuk mendeskripsikan: (1) Langkah-langkah proses evaluasi program yang dilaksanakan oleh tim evaluator Bidang Pelatihan dan Pengembangan (Latbang) BKKBN Provinsi Jawa Barat, (2) Penentuan evaluator pada proses evaluasi program yang dilaksanakan oleh Bidang Pelatihan dan Pengembangan (Latbang) BKKBN Provinsi Jawa Barat, (3) Pemanfaatan hasil evaluasi program yang dilaksanakan oleh Bidang Pelatihan dan Pengembangan (Latbang) BKKBN Provinsi Jawa Barat. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Subjek penelitian ini adalah subbidang penyelenggaraan dan evaluasi, dan subbidang program dan kerja sama. Pengumpulan data dilakukan dengan menggunakan metode observasi, dokumentasi, dan wawancara. Peneliti merupakan instrumen utama dalam melakukan penelitian yang dibantu oleh pedoman observasi, pedoman wawancara, dan pedoman dokumentasi. Teknik yang digunakan dalam analisis data adalah display data, reduksi, dan penarikan kesimpulan. Trianggulasi data dilakukan untuk menjelaskan keabsahan data dengan berbagai sumber/ narasumber dalam mencari informasi yang dibutuhkan. Hasil penelitian menunjukkan bahwa: (1) Pelaksanaan evaluasi program yang dilakukan secara sistematis yaitu mengacu pada satu model evaluasi Goal Oriented yang di kemukakan oleh Tyler, yang mana menekankan peninjauan pada tujuan sejak awal program pelatihan dan berlangsung secara berkesinambungan seperti evaluasi program, evaluasi diklat, dan evaluasi pasca diklat. (2) Penentuan team evaluator di lembaga tersebut yaitu masih bersifat internal tidak menggunakan team eksternal. (3) Hasil evaluasi tersebut dimanfaatkan sebagai masukan untuk perbaikan program selanjutnya baik dari segi tujuan, sarana dan prasarana, strategi dan metode pembelajaran, dan teknis pelatihan. Selain itu hasil evaluasi pun dimanfaatkan untuk bahan pertimbangan dalam pengambilan keputusan dari program tersebut. This study attempts to described: (1) The stages of the program evaluation process carried out by the evaluation team in the field of training and development of the BKKBN West Java Province. (2) Determining the evaluator in the program evaluation process carried out by the evaluation team in the field of training and development of the BKKBN West Java Province. (3) Utilization of program evaluation results carried out by the evaluation team in the field of training and development of the BKKBN West Java Province. This research is a descriptive study with a qualitative approach. The subjects of this research are the implementation and evaluation sub-fields, the program and cooperation sub-fields, the operational administration sub-fields, and the lecturers. The data was collected by using the method of observation, documentation and interviews. Researcher is the main instrument in conducting research assisted by observation guidelines, interview guidelines, and documentation guidelines. The techniques used in data analysis are data display, reduction, and conclusion drawing. Source triangulation is done to explain the validity of data with various sources / sources in finding the information needed. The research results show that: (1) The implementation of program evaluation is carried out systematically and refers to the Goal Oriented evaluation model proposed by Tyler, which emphasizes reviewing objectives from the start of the training program and takes place continuously such as program evaluation, training evaluation, and post-education and training evaluation. (2) The determination of the evaluator team at the institution is still using an internal team not using an external team. (3) The results of the evaluation are used as input for further program improvements in terms of objectives, facilities and infrastructure, learning strategies and methods, and technical training. In addition, the evaluation results are also used as a consideration in making program decisions.
