Abstract
Kompetensi pedagogik merupakan salah satu jenis kompetensi dari empat kompetensi yang harus dikuasai oleh guru. Pada dasarnya kompetensi pedagogik merupakan kemampuan guru dalam mengelola pembelajaran bagi peserta didik. Kompetensi ini merupakan kompetensi khas yang membedakan guru dengan profesi lainnya serta menentukan keberhasilan proses dan hasil pembelajaran peserta didiknya. Oleh karena itu diperlukan suatu upaya untuk meningkatkan kompetensi pedagogik guru terutama dalam mengimplementasikan Kurikulum 2013 Pendidikan Khusus. Penelitian ini bertujuan untuk mengembangkan sebuah program kompetensi pedagogik guru dalam implementasi kurikulum 2013 pendidikan khusus. Subjek penelitian berjumlah tiga orang guru sekolah luar biasa yang mengajar pada jenjang dasar. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Data penelitian diperoleh melalui observasi, wawancara, dan dokumentasi. Ada tiga tahapan prosedur penelitian yang dilaksanakan, yaitu: 1) Studi pendahuluan; 2) Perumusan program; dan 3) Validasi program. Hasil penelitian menunjukkan bahwa kompetensi pedagogik guru dalam implementasi Kurikulum 2013 Pendidikan Khusus masih perlu ditingkatkan. Salah satu alternatif yang dapat dilakukan adalah dengan mengembangkan sebuah program kompetensi pedagogik dalam implementasi Kurikulum 2013 Pendidikan Khusus berdasarkan kondisi riil guru di lapangan. Program yang disusun oleh peneliti berisikan kegiatan workshop, lesson study group, dan case discussion. Pedagogical competence is the teacher's ability to manage learning for students. This competence is a distinctive competence that differentiates teachers from other professions. It also determines the success of the process and outcomes of the students’ learning. Therefore, an effort is needed to improve teacher pedagogical competence, especially in the implementation the 2013 Curriculum of Special Education. This study aims to develop a teacher pedagogical competence program in the implementation of the 2013 curriculum of special education. The study subjects were three special schoolteachers who taught at the elementary level. The study is a descriptive study with a qualitative approach. The research data were obtained through observation, interviews, and documentation. There are three stages of the research procedure carried out. They are (1) Preliminary study; (2) Program formulation; and (3) program validation. The results show that the pedagogical competence of teachers in the implementation of the 2013 Curriculum of Special Education still needs to be improved. One of the alternatives is to develop a pedagogical competence program in the implementation of the 2013 Curriculum of Special Education based on the teacher’s real conditions.
