Abstract

Dalam beberapa dekade terakhir, permintaan untuk transparansi dan good government mengalami banyak perdebatan. Perdebatan mengenai bagaimana pemerintah memanfaatkan aspirasi publik dalam rangka mewujudkan pemerintahan yang efektif dan efisien (Sopanah, 2012). Untuk menghasilkan penyusunan program pembangunan yang sesuai kebutuhan masyarakat, pemerintahan dalam hal ini anggota dewan perlu mendengarkan aspirasi masyarakatnya. Sayangnya selama ini anggota dewan terkesan lebih mengutamakan pengumpulan aspirasi dibandingkan dengan pengolahan aspirasi itu sendiri. Hasil pengumpulan aspirasi belum terdokumentasikan secara utuh, tidak dibahas secara komperhensif melalui alat kelengkapan DPRD, dan tidak terstruktur sehingga kurang dapat dijadikan pegangan dalam penyusunan program pemerintah daerah (Huma, 2007). Dengan kondisi demikian, dibutuhkan sistem informasi yang dapat menampung aspirasi dan mengolahnya sehingga didapat informasi yang berguna untuk membantu eksekutif dalam pengambilan keputusannya, hal tersebut dapat terwujud dengan Sistem Informasi Eksekutif (Margianti, 2004). Penelitian ini mengkaji model sistem informasi eksekutif yang sesuai untuk pengolahan data aspirasi masyarakat di kota Bandung. Hasil penelitian ini adalah sebuah sistem informasi eksekutif dengan menerapkan konsep dataware house (Lungu, 2005) dengan fitur-fitur analisis yang sesuai untuk pengambilan kebijakan pemerintahan kota Bandung. Kata Kunci: Sistem Informasi Eksekutif, data warehouse, Aspirasi Kota Bandung. Abstract In the last decade, with demand for transparency, the issues of good governance have been hotly debated. The debate on how government uses the public aspirations in order to realize effective and efficient governance (Sopanah, 2012). To design a development program which accommodates the citizens’ needs, government has to listen to their aspirations. Unfortunately, the senators apparently accentuates only on collecting the aspiration rather than processing it. The collected aspiration has not been neatly documented. Moreover, it is not comprehensively studied and structurally processed using the parliament instruments. As the result, this data can not be used as a guideline for local government in designing its program. With this condition, it is needed to have an information system which is able to collect and process the aspirations. Therefore, the gained information may help the executives to make decisions. This expectation can be manifested through an executive information system. This study carried out an executive information system which is appropriate for processing the citizens’ aspirations of Bandung. The result of this study is an executive information system which applies the concept of warehouse data with its feature analysis which corresponds with government policy of Bandung Keywords: Desinventar, EIS, Executive Information System, Disaster Inventory
