Abstract
The main point of this research is about a strategy used in improving the quality of education at Institute of Government of Internal Añaír (IPDN) Bandung West Java. This research has an objective to analyze and describe management strategy of department of internal affair (Depdagri) in developing that institute (IPDN); the role and the performance of education and training section of department of internal affair (Badan Diklat Depdagrif, Operasional strategy (materials, method, evaluation, and the following necessary activities); and also the supporting factors (strengths and opportunities), along with the obstacles (weaknesses and challenges) in the development of IPDN,The theories are directly used as the basic for conducting this research are mainly related with concepts of quality improvement management, strategic planning, strategic management, the quality of education, and the learning achievement.This research uses qualitative descriptive method and case study. The study puts more emphasis on activities to overcome the problem at IPDN. The Techniques of data collecting are used by interview, document analysis, and observation. Data is collected from those collecting techniques is then analyzed qualitatively. The analysis is done by using reduction technique, organization and categorization of the data, data examination, data interpretation, and data verification. The result of such analysis is described in accordance with the problems and the objectives of the research.The research can be concluded that the strategy of quality improvement at IPDN using democratic, cooperative, creative, and constructive principle, which encompass planning, impelenting, and evaluation can be done effectively in improving student's learning achievement; the supporting factor is the effort to improve the quality of society life; cooperative culture; and good kinship relationship; the potency of IPDN itself; the infrastructures and campus facilities, and local supports.Related to the problems above mentioned, it is highly recommended that stakeholders must pay attention aspects which cálate in improving the quality of education at IPDN, which includes the realization of "Good Governance" with all of its domain and its characteristics.
