Abstract
The program of Non-Formal Education deserves high priority in Indonesia today since it is related to the delivery of integrated functional literacy and vocational skills in order to improve the income of the illiterate people, especially in the rural areas. The important aspects of the program that need improvement relate to strengthening and establishing an appropriate program which is compatible with the pre conditions existing in the rural environment. Therefore, research on the impact of integrated functional literacy upon social and/or economic change among subsistence farmers or craftsmen in Central Kalimantan is relevant to the effort to promote human resources development, including the generating of citizen participation in rural development with full initiative and self-reliance. The unit of analysis consists of the individual learners. And the sample includes migrant Balinese and Javanese, as well as the local ethnic Dayaknese in five rural areas In District Kapuas, . Central Kalimantan. The methodology used incorporates an interdiciplinary approach, an innovation diffusion paradigm, case-study method-retrospective technique, and middle-range analysis. The impact of the Learning Package "A" Kejar Program has been investigated intensively in order to obtain not only the pattern of relationships among some quantitative variables, but also to obtain a complete and well organized picture of the interaction with other important qualitative variables. There are six antecedent variables in this case study as follows! (1) functional literacy, (2) intensity of communication, (3) adaptability, (4) intensity of participation in local organization, (5) values orientation, and (6) innovativeness. While the analysis of this case study is focused on the dynamic interaction among those six antecedent variables arid impact of the program, the analysis also examined the interaction of these variables with certain aspe of the millieu of the farmers and craftsmen. The impact of Package "A" consists of three components: (1) "workers" effect, (2) "allocative" effect, and (3) "externality".
