Abstract
Penelitian ini dilatarbelakangi oleh terjadinya arus globalisasi di Indonesia yang membuat budaya asing masuk dan masyarakat harus bisa memfilter agar budaya lokal tidak luntur dan tetap dilestarikan. Upaya preventifnya yaitu dilakukannya pemajuan kebudayaan dengan cara memberdayakan masyarakat, salah satu caranya adalah pemberdayaan masyarakat melalui kegiatan local genius. Kegiatan local genius dalam penelitian ini berupa festival berbasis masyarakat yaitu Festival Layang Lakbok yang diselenggarakan di Desa Sidaharja Kecamatan Lakbok Kabupaten Ciamis. Tujuan dari penelitian ini yaitu untuk (1) mendeskripsikan latar belakang diselenggarakannya kegiatan local genius (2) mengidentifikasi proses pemberdayaan masyarakat dan (3) mendeskripsikan implementasi pemberdayaan masyarakat. Alasan dilaksanakannya penelitian ini karena ingin mengetahui optimalisasi pemberdayaan masyarakat di perdesaan yang notabene berada di wilayah perbatasan. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Subjek penelitian adalah tokoh masyarakat, tokoh pemuda, Kepala Desa Sidaharja, tokoh budaya serta Ketua Yayasan Masyarakat Pematang Sawah. Pengumpulan data dilakukan melalui teknik wawancara, observasi, studi dokumentasi, studi literatur dan catatan. Hasil penelitian ini menunjukkan bahwa (1) kegiatan local genius di Desa Sidaharja berawal dari ide dan gagasan dari Kang Asep Zery yang memperkenalkan metode ke teman-teman di Desa Sidaharja bahwa ada salah satu cara atau gerak pemberdayaan yang efektif (2) proses pemberdayaan masyarakat di Desa Sidaharja terjadi secara kultural dengan 9 proses yaitu pemetaan potensi, analisis potensi, penyusunan desain model, sosialisasi dan diseminasi, pembentukan program, penguatan kelembagaan, konsultasi dan pendampingan, monitoring dan evaluasi serta tindak lanjut dan pengembangan (3) implementasi pemberdayaan masyarakat bisa dilihat dalam kehidupan sehari-hari yaitu masyarakat Desa Sidaharja mampu melestarikan gotong royong, menyelesaikan masalah serta terus berinovasi. Kata kunci: pemajuan kebudayaan, pemberdayaan masyarakat, local genius, festival Optimization of Community Empowerment in Desa Sidaharja Kecamatan Lakbok Kabupaten Ciamis through Local genius Activities Nurul Aeni 1601031 ABSTRACT This research is motivated by the occurrence of globalization in Indonesia that elicit the invansion of foreign cultures and that the community must be able to filter them so the local culture does not fade away and remains preserved. One of the preventive efforts is by doing the promotion of culture through community empowerment, one of the ways is community empowerment through local genius activities. The local genius activity in this research was in the form of a community-based festival, the Layang Lakbok Festival, which was held in Desa Sidaharja, Kecamatan Lakbok, Kaupaten Ciamis. The purpose of this study is to (1) describe the background of local genius activities (2) identify the process of community empowerment and (3) describe the implementation of community empowerment. The reason for conducting this research is because the researcher wants to find out the optimization of community empowerment in rural areas which incidentally is in the border region. This research uses a descriptive qualitative approach. The subjects of the study were community leaders, youth leaders, Sidaharja Village Head, cultural leaders and Chairman of the Pematang Sawah Community Foundation. Data collection was done through interviews, observations, documentation studies, literature studies and notes. The results of this study indicate that (1) local genius activities in Desa Sidaharja started with the ideas from Kang Asep Zery who introduced people in Desa Sidaharja with a method that stated there is an effective way to make an empowerment movement (2) the process of community empowerment in Desa Sidaharja takes place culturally with 9 processes, namely potential mapping, potential analysis, modeling design, socialization and dissemination, program formation, institutional strengthening, consultation and assistance, monitoring and evaluating as well as follow-up and development (3) the implementation of community empowerment can be seen in daily life, i.e the community of Desa Sidaharja are able to conserve mutual cooperation, solve problems and continue to innovate.
