Abstract

Penelitian ini bertujuan untuk menganalisis potensi dan efektivitas penerimaan retribusi pelayanan parkir di tepi jalan umum setelah penerapan terminal parkir elektronik (TPE) Kota Bandung. Metode penelitian yang digunakan adalah metode deskriptif analitis dengan pendekatan kuantitatif. Teknik pengumpulan data yang digunakan adalah observasi langsung, dokumentasi, dan wawancara.Populasi penelitian ini adalah lokasi TPE di Kota Bandung yang berjumlah 63. Teknik pengambilan sampel yang digunakan adalah purposive sampling. Sampel yang digunakan dalam penelitian ini adalah 8 lokasi TPE di Kota Bandung, yaitu Jalan Cihapit, Jalan Cisangkuy, Jalan Ciliwung, Jalan Lengkong Kecil, Jalan Lengkong Besar, Jalan Cihampelas, Jalan Surya Kencana, Jalan Hasanuddin. Hasil penelitian menunjukkan bahwa potensi penerimaan retribusi pelayanan parkir di tepi jalan umum Kota Bandung tahun 2018 mencapai Rp2.952.109.000. Efektivitas penerimaan retribusi dengan membandingkan target dengan realisasi memiliki tingkat efektivitas 12,48% dengan kriteria tidak efektif, sedangkan efektivitas penerimaan dengan membandingkan potensi dengan realisasi memiliki tingkat efektivitas 6% dengan kriteria tidak efektif. Kendala dan permasalahan yang dihadapi adalah kurangnya pemahaman masyarakat, kurangnya sosialisasi dan edukasi, pengguna kartu elektronik yang masih sedikit, lemahnya pengawasan, dan pembayaran tarif parkir yang tidak sesuai aturan. Penulis ingin memberikan rekomendasi untuk meningkatkan pendataan mengenai penerimaan yang mungkin dapat diterima, menetapkan target dengan memperhatikan potensi sesungguhnya, meningkatkan pengawasan dan evaluasi bertahap, melengkapi sarana dan prasarana tempat parkir. This research is aimed to analyze potential and effectiveness the revenue of parking services retribution in road side after implementing the electronic parking terminal (TPE) in Bandung. The research method used is descriptive-analytical research with a quantitative approach. Observational study, documentation and interviews were applied as data collection techniques which the population sample of this research is 63 electronic parking terminal (TPE) locations. The purposive sampling was used as sampling techniques, where the sample taken were 8 locations of electronic parking terminal (TPE) in Bandung, mainly in Jalan Cihapit, Jalan Cisangkuy, Jalan Ciliwung, Jalan Lengkong Kecil, Jalan Lengkong Besar, Jalan Cihampelas, Jalan Surya Kencana, and Jalan Hasanuddin. The result shows, in 2018 the potential revenue of parking services retribution in road side in Bandung was up to Rp2.952.109.000. The effectiveness of retribution revenue by comparing targets with the realization possess effectiveness level of 12.48% as known as ineffective criteria, whilst the effectiveness of retribution revenue by comparing potential with realization touched effectiveness level of 6% as mentioned as ineffective criteria. The obstacles factors mostly are the lack of public understanding, insufficiency of socialization and education, number of electronic cards user are still low, the lack of workers to supervise and parking fees not suitable. Therefore, the author would like to provide recommendations regarding to those obstacles, is improving data collection on receipts that might be acceptable, setting targets by looking into actual potential, improving gradual supervision and evaluation, completing parking facilities and infrastructure.
