Abstract

Kualitas kehidupan yang tinggi merupakan dambaan semua orang, dengan kemajuan teknologi manusia berharap untuk hidup lebih cepat dan efisien. Untuk menjawab keinginan manusia akan kualitas hidup yang cepat dan mudah maka muncul berbagai metoda dan strategi untuk mencapai hal tersebut, salah satu metoda yang dapat dilakukan adalah dengan membuat sebuah kebijakan dan inovasi yang akan membawa sebuah perubahan, kebijakan tersebut salah satunya adalah smart city. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif yang bertujuan untuk memperoleh pemahaman, dan gambaran yang mendalam mengenai program smart city di Kota Bandung, tempat penelitian berada di Pemerintah Kota Bandung dan SCCIC ITB (Smart City and Community Center) yang melibatkan 6 informan dari kalangan pemerintah dan masyarakat. Teknik pengumpulan data menggunakan wawancara, studi dokumentasi, dan observasi, serta menggunakan analisis data reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan hasil, diantaranya : 1) Rencana pelaksanaan program smart city ditetapkan dalam bentuk Galeri Master Plan Bandung Smart City; 2) Pelaksanaan dana desa dilaksanakan sesuai dengan Master Plan Bandung Smart City; 3) Kendala yang terjadi dalam program smart city adalah pemahaman warga negara terkait program smart city,; 4) Sosialisasi dan edukasi yang berkelanjutan merupakan salah satu upaya yang dilakukan untuk menangani hambatan-hambatan yang terjadi dalam implementasi program smart city di Kota Bandung. ;---Citizen's quality of life is high expectations of everyone, with advances in technology the human wish to live more quickly and efficiently. To answer the wishes of humans will be quality of life quickly and easily then appeared a variety of methods and strategies in order to achieve this, one method that can be done is to create a policy and innovation that will bring a the policy changes, one of them is smart city. This research uses qualitative descriptive method approach that aims to gain an understanding, and a description of the program smart city in Bandung, where the research was in Bandung City Government and ITB (SCCIC Smart City and Community Center) involving 6 informant of the Government and the community. Using data collection techniques interviews, documentation, studies and observations, as well as using data analysis data reduction, the presentation of the data and the withdrawal of the conclusion. Results of the study showed results, including the following: 1) program implementation plan smart city assigned in the form of Master Plan of Bandung Gallery Smart City; 2) village Fund Implementation is carried out in accordance with the Master Plan of Bandung Smart City; 3) Constraints that occur in the program smart city is the understanding of the citizens associated program smart city,; 4) socialization and education for sustainability is one of the efforts made to address barriers that occur in the implementation of the program smart city in Bandung.
