Abstract

Fenomena tingginya tingkat pertumbuhan penduduk secara umum
berdampak pada tingginya persoalan yang dihadapi kota-kota di
Indonesia. . Terbentuknya pemukiman kumuh, yang sering disebut
sebagai slum area sering dipandang potensial menimbulkan banyak
masalah perkotaan. Permasalahan keterbatasan lahan pada permukiman
membuat warga harus menghemat ruang secara efisien. Pada studi kasus
di Tamansari, Kota Bandung perencanaan rumah deret oleh pemerintah
setempat dapat menjadi solusi permasalahan tersebut. Rencana
pembangunan rumah deret tersebut tertuang dalam Surat Keputusan
(SK) yang di keluarkan di Kota bandung oleh Dinas Perumahan dan
Kawasan Permukiman Pertanahan dan Pertamanan (DPKP3) nomor
538.2/1375A/DPKP3/2017. Respon terbagi menjadi tiga, yaitu: 1)
respon kognitif (pengetahuan), 2) respon afektif (sikap) dan 3) respon
konatif (tindakan). Sosial ekonomi adalah segala sesuatu yang berkaitan
dengan pemenuhan kebutuhan masyarakat, antara lain sandang, pangan,
perumahan, pendidikan, kesehatan, dan lain-lain. Respon Kognitif,
afektif dan konatif yang diberikan berdasarkan hasil penelitian yang
telah dilakukan oleh masyarakat memiliki hasil yang signifikan yakni
warga setuju akan rencana pembangunan dengan syarat-syarat tertentu
dan sudah memulai relokasi. Walaupun masih ada beberapa warga yang
menolak, namun akan diadakan pengosongan lahan dalam tenggat waktu
yang telah di tentukan. Dalam hal merealisasikan suatu pembangunan
kedepannya diharpkan agar lebih mendekatkan kepada masyarakat dan
memberikan pengetahuan lebih tentang pembanggunan rumah deret.

;---In general, the high population growth phenomenon creates an impact
on the numerous problems faced by cities in Indonesia. The emergence
of slum is often times seen as potentially causing a lot of urban
problems. The problem of limited land for housing results in community
having to efficiently save space. In the case study of Tamansari,
Bandung, the row house planning by the local government can become
the solution to the problem. The planned row house construction is
stated in a decree (SK) issued in Bandung by the Housing and
Settlement Agency (DPKP3) no. 538.2/1375A/DPKP3/2017. The
responses are divided into three, namely: 1) cognitive response
(knowledge), 2) affective response (attitude) and 3) conative response
(action). Socio-economic is every aspect related to meeting the needs of
the community including clothing, food, housing, education, health, and
the likes. Based on the results, the cognitive, affective and conative
responses indicate significant result meaning that the community agrees
with the development plan under certain conditions and they have
started relocation. Though refused by a number of residents, land
clearing will be conducted within the specified deadline. In the future
realization for such development, it is expected that the community is
approached and given more knowledge related with row house
construction.
