Abstract

Penelitian ini dilatarbelakangi oleh banyaknya WTS di Kota Bandung. Tujuan penelitian ini untuk mengetahui peran Satpol PP dalam penertiban WTS tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan dengan teknik wawancara mendalam, observasi partisipasi, studi literatur, dan studi dokumentasi. Informan peneliti terdiri dari Satpol PP, WTS dan masyarakat. Hasil penelitian menunjukan: (1) Peran Satpol PP dalam upaya penertiban WTS dengan melakukan sosialisasi, patroli, penertiban dan sidang, sehingga jumlah WTS di Kota Bandung menunjukkan pengurangan yang cukup siginfikan di setiap lokasi tempat prostitusi yaitu pada tahun 2010 berjumlah 511 orang dan pada tahun 2012 menjadi 319 orang. Selanjutnya tahun 2017 WTS tercatat sebanyak 112 orang dan pada tahun 2018 menjadi 63 orang. (2) Hambatan Satpol PP dalam upaya penertiban WTS yaitu jumlah personil Satpol PP yang kurang saat penertiban, selalu ada WTS pendatang baru dan bocoran informasi kepada WTS. (3) Solusi yang ditawarkan Satpol PP dalam penertiban WTS yaitu diperlukan penyadaran hukum bukan hanya dari Satpol PP saja, tetapi dari keluarga, masyarakat, MUI, Lembaga Pendidikan dan nilai Pancasila yang diterapkan sejak usia dini. (4) Gambaran latar belakang perempuan yang menjadi WTS di Kota Bandung yaitu kekurangan ekonomi, sakit hati dan terjebak. Rata-rata usia remaja sampai usia renta. Hubungan sosial WTS dengan keluarga dan lingkungan sekitar rumahnya cukup baik bahkan ada yang masih berpartisipasi dalam kegiatan di masyarakat. (5) Pandangan masyarakat terhadap peran Satpol PP dalam upaya penertiban WTS yaitu kinerja Satpol PP begitu baik dalam penertiban kota. This research is motivated by the existence WTS that spreads in Bandung. The purpose of this study was to determine the role of Satpol PP in controlling WTS. This research uses a qualitative approach with a case study method. Data collection techniques were using interviews, participatory observation, literature studies, and documentation studies. Research informants consisted of Satpol PP, WTS and the community. The results showed: (1) The role of Satpol PP in controlling the WTS, shows a significant reduction according the location which is used as a place of prostitution on 2010 WTS 511, reduction to 2012 WTS 319. Then, 2017 WTS 112, reduction to 2018 WTS 63. (2) Obstacles of Satpol PP to control WTS, Satpol PP personnel that are lacking when controlling, there are always newcomers WTS and leaked information to WTS. (3) The solution offered by Satpol PP in controlling WTS is that legal awareness is needed not only from Satpol PP, but also family, community, MUI, Educational Institutions and Pancasila values which are applied from an early age. (4) The background description of women who become WTS in Bandung is economic shortage, hurt and trapped. The average age of adolescents until they are old. WTS social relations with families and the environment around the house is quite good and some even still participate in activities in the community. (5) Community's view of Satpol PP's role in controlling WTS is that Satpol PP's performance is so good in controlling the city. Keywords : Controlling, Prostitute, Role, Satpol PP
