Abstract

ABSTRAK
Pemerintah memberikan kesempatan bagi penyandang disabilitas pada Undang-undang No. 8 Tahun 2016 Pasal 53 Ayat 2 menyatakan bahwa perusahaan swasta wajib mempekerjakan paling sedikit 1% (satu persen) penyandang disabilitas dari jumlah pegawai atau pekerja. Berdasarkan peraturan tersebut penelitian ini memiliki tujuan untuk mendeskripsikan perencanaan, pengorganisasian, pelaksanaan, dan pengawasan kemitraan antara sekolah menengah atas luar biasa (SMALB) Negeri Subang dengan dunia usaha/dunia industri. Metode penelitian yang digunakan yaitu pendekatan kualitatif deskriptif yang berdasarkan kepada filsafat postpositivisme yang berarti kebenaran yang dilandaskan pada esensi. Adanya teknik pengambilan data menggunakan wawancara mendalam dilakukan dengan kepala SMALB Negeri Subang, komite sekolah, guru pembimbing, siswa SMALB, dinas tenaga kerja dan transmigrasi Kabupaten Subang, HRD PT Subang
Autocomp Indonesia dan Salon Fetty yang kemudian data dianalisis secara sistematis dengan menggunakan fakta-fakta atau fenomena. Fokus penelitian diidentifikasi dari hasil wawancara subjek penelitian yang dapat memberikan kesempatan pada kategori siswa disabilitas SMALB-B (tunarungu) dan anak disabilitas SMALB-C ringan (tunagrahita) untuk mengoptimalkan kemampuan yang dimiliki dalam bersaing di masyarakat untuk bekerja dan dapat berpenghasilan atau mendapatkan upah yang layak untuk hidupnya dengan keterbatasan yang dimiliki. Dari hasil penelitian tersebut dapat disimpulkan bahwa manajemen kemitraan yang baik akan menghasilkan tercapainya tujuan sekolah melalui program pendidikan vokasional dan program magang pada dunia usaha/ dunia industri untuk optimalisasi potensi siswa SMALB sehingga memberikan peluang yang sangat baik bagi masa depan siswa SMALB agar dapat berkarya di masyarakat.

ABSTRACT
The government provides opportunities for persons with disabilities in Law No. 8 of 2016 states that private companies must employ at least 1% (one percent) of
persons with disabilities from the number of employees or workers. Under the regulation of this research has the objective to describe the planning, organizing, actuating, and controlling of partnerships between high schools outstanding (SMALB) State Subang with the world of business/industry. The research method used is a descriptive qualitative approach based on the philosophy of postpositivism, which means truth which is based on essence. Data collection techniques used in-depth interviews were conducted with the head of Subang State
Special School, school committees, supervisors, SMALB students, Subang Regency Manpower and Transmigration Office, HRD PT Autocomp Indonesia and Salon Fetty and then the data were analyzed systematically using facts or phenomena. The focus of the study was identified from the results of interviews of research subjects that could provide opportunities in the category of students with disabilities SMALB-B (hearing impaired) and children with mild disabilities SMALB-C (mentally disabled) to optimize their ability to compete in the community to work and be able to earn or earn a wage deserve to live with limitations. From these results, it can be concluded that good partnership management will result in the achievement of school goals through vocational education programs and
apprenticeship programs in the business / industrial world to optimize the potential of SMALB students so as to provide excellent opportunities for the future of SMALB
students to work in the community.
